摘要
提高铁路调度日(班)计划质量对提高运输组织效率、优化运力资源配置,实现铁路运输高质量发展具有重要意义。在阐述铁路调度日(班)计划现状的基础上,针对铁路调度日(班)计划编制和执行过程中存在的重视程度不够、信息系统支撑作用有限、工种间协调配合难度大、运输组织复杂度高、管理效能有待提高等问题,提出提高铁路调度日(班)计划质量对策,即:加强计划质量管理、提升信息系统应用水平、提升计划协同编制水平、抓好计划高质量兑现、强化计划兑现分析考核机制保障等,以全面提高日(班)计划编制质量和兑现水平。
Improving the quality of railway dispatching daily(shift) plan is of great significance for improving the efficiency of transportation organization, optimizing the allocation of transportation resources and realizing the high-quality development of railway transportation. On the basis of expounding the present situation of railway dispatching daily(shift) plan, aiming at the existing problems in the process of compilation and implementation of railway dispatching daily(shift) plan, such as insufficient attention, limited information system support, difficulty of coordination among different types of work, high complexity of transportation organization and improvement of management efficiency, this paper puts forward some countermeasures to improve the quality of railway dispatching day(shift) plan, such as strengthening the quality management of the plan, improving the application level of information system as well as the level of plan collaboration, paying attention to the high-quality implementation of the plan, and strengthening the guarantee of the analysis and assessment mechanism of plan implementation, so as to comprehensively improve the quality of day(shift) plan preparation and the level of implementation.
