摘要
作为新兴中等强国,土耳其基于相对坚实的制造业基础与奋发有为的对外战略,在后冷战时代逐渐成为西亚地区重要的对外军售国。土耳其对外军售服务于其周边战略和“泛突厥主义”外交,成为埃尔多安政府扩展地区影响、实现地缘抱负的有力砝码。基于韩国、乌克兰等国技术援助,土耳其相关武器装备发挥出特定的非对称作战效能,在纳卡冲突、俄乌冲突等地区危机中扮演了“游戏规则改变者”的角色。土耳其军售范围突破西亚,走向北非、东非乃至东南亚、东南欧。受土尖端制造业能力局限、美土关系等牵制性因素影响,土耳其对外军售的潜力与未来效果存疑,但依旧不可低估,特别是其弹道导弹研发和外售计划以及无人机外售行为服务于土耳其中等强国外交实践,将深刻冲击地区格局。
As an emerging middle power which got an relatively solid manufacturing base and an ambitious foreign strategy,Türkiye has gradually grown into an important foreign arms seller in the Middle East since the post-Cold War era.Türkiye's foreign military sales serves its geostrategy and pan-Turkist diplomacy,and become a powerful weight for the Erdogan government to expand its regional strategic influence and realize its geostrategic ambition.With the technical assistance of the Republic of Korea and other countries,Türkiye's weapons and military equipment have shown specific asymmetric combat effectiveness and played a“game changer”role in regional crises such as the Nagorno-Karabakh conflict and Russia-Ukraine conflict.The development potential and future effects of Türkiye's foreign military sales are doubtful in view of the limitations of Türkiye's cutting-edge manufacturing capacity and restrictive factors such as US-Türkiye relations.However,the development potential and future effects of Türkiye's foreign military sales should not be underestimated,especially its ballistic missile sales plan will have a profound impact on the regional situation which also serves Türkiye's diplomatic practice as a medium power.
