摘要
从政策法规、场地设施、组织机构、经费来源和活动开展等方面分析了欧美部分发达国家公共体育服务体系建设的特征。总结其对我国的启示如下:注重政策法规颁布的连续性及依法治体;确保公共体育设施规范推进且有效利用;增强政府主管部门的协调联动整合机制;加强体育社会组织参与社会治理的能力;拓宽经费来源渠道并建立专项财政制度;积极推动公共体育服务智慧平台的搭建;创新"保底性"公共体育服务供给模式,以期实现体育的全民共享。
The paper analyses the features of the public sports service system in Europe and America in the aspects of policy,facilities and venues,organization,fund and activities.The paper proposes the enlightenment of paying attention to the continuity of policies and regulations,improving and applying of public sports facility standardization,strengthening the cooperation between governments,strengthening the participation and governance ability of sports social organizations,expanding the fund and establishing the special financial mechanism,constructing the intellectual public sports service platform and innovating the guaranteed public sports service supply mode.
