摘要
小微企业在稳经济、促就业、保民生等方面发挥着重要作用。小微企业融资难题源于自身信用偏弱和授信技术标准的不对称,疫情背景下小微企业融资诉求主要是生存型的经营需求,需要外部融资纾解资金缺口。“区块链+供应链金融”的双链融合模式,可以将核心企业信用跨级传递,强化数字资产确权和债权凭证真实性。针对疫情后小微企业融资难题,可采取健全清晰合理的融资制度环境,多方协同打造供应链融资生态,加强中小银行数字信贷能力,实施专项考评机制,区块链和物联网融合联动等措施。
Small and micro enterprises play an important role in stabilizing the economy,promoting employment and ensuring people’s livelihood.The financing problems of small and micro enterprises stem from their weak credit and the asymmetry of credit technical standards.Under the background of the epidemic,the financing demands of small and micro enterprises are mainly survival business needs,and external financing is needed to alleviate the capital gap.The dual chain integration mode of"blockchain+supply chain finance"can transfer the credit of core enterprises across levels,and strengthen the authenticity of digital assets and creditor’s rights certificates.In view of the financing problems of small and micro enterprises after the epidemic,we can take measures such as improving a clear and reasonable financing system environment,building a supply chain financing ecology through multi-party cooperation,strengthening the digital credit capacity of small and mediumsized banks,implementing a special evaluation mechanism,and the integration and linkage of blockchain and Internet of things.
