摘要
基层社会矛盾化解机制的完善度与有效性是衡量基层治理体系与治理能力现代化水平的重要维度。新时代基层社会矛盾化解中,应将坚持“以人民为中心”作为锚点与本体,以有解思维与系统思维作为理念之翼,以情法结合与专智并举作为行动之翼,维护和增进最广大人民的合法权益。
The perfection and effectiveness of the grassroots social conflict resolution mechanism is an important dimension to measure the modernization level of the grassroots governance system and governance capacity.In the resolution of social contradictions at the grassroots level in the new era,we should adhere to the“people-centered”approach as the anchor and noumenon,take solvable and systematic thinking as the wings of ideas,and take the combination of emotion and law and expertise as the wings of action,so as to safeguard and enhance the legitimate rights and interests of the overwhelming majority of the people.
