摘要
信息技术自诞生以来,一直以日新月异的速度发展,涌现出大量可服务于政府监管的技术和手段。近年来,国内外化妆品监管部门均致力于信息化建设工作,通过对数据信息的采集、挖掘和利用,不断提高监管效率。本文对我国化妆品监管相关信息系统建设情况进行了回顾和总结,与欧美日韩等发达国家和地区的发展现状进行了比对。在此基础上,结合《化妆品监督管理条例》修订情况以及未来监管趋势,为信息系统的优化以及在智慧审评中的运用提出合理化建议,对我国化妆品监管信息化建设的发展进行了思考和展望。
Since its birth,information technology has been developing rapidly,bringing a large number of techniques and means to government supervision.In recent years,regulatory authorities on cosmetics both in China and aboard are committed to the construction of information systems,and through collecting,digging and utilizing data and information,they have improved governmental efficiency successfully.In this article,the development of information systems about cosmetics in China was reviewed and summarized,and compared to that of developed regions/countries,such as Europe,America,Japan,and South Korea.Furthermore,with discussing the newly revised Cosmetics Supervision and Administration Regulation and the supervision trend in the future,some reasonable suggestions were put forward for the optimization of relevant information systems and the possible application in the"intelligent review",giving brief thoughts and prospectives for the informatization development of cosmetics supervision in China.
