摘要
本文考察了欧洲历史上的行政制度与文官政治化之间的关系。我认为要评估历史的作用和影响,必须关注政治人物与高级官员之间的公共服务协商。这样历史上的行政制度与现代行政制度之间的关系就复杂了:18世纪的国家结构是官僚制而非世袭制,是现代西欧行政官僚非政治化的必要条件。但是中东欧并非如此,因为那里的行政历史是混乱无序的。我结合欧洲大陆的数据资料,提供了支持这些论断的证据。
This article examines relationships between historical administrative systems and civil service politicization across Europe.I argue that to appreciate when and how history matters,we need to consider public service bargains struck between politicians and senior bureaucrats.Doing so complicates the relationship between historical and current administrative systems:a bureaucratic,as opposed to patrimonial,18 th-century state infrastructure is necessary for the depoliticization of ministerial bureaucracies in present-day Western Europe.However,the relationship does not hold in East-Central Europe since administrative histories are tumultuous and fractured.Combining data from across the European continent,I provide evidence in support of these propositions.
