摘要
充分发挥精神扶贫在脱贫攻坚中的功能和作用,是新中国成立70多年来扶贫开发实践积累的宝贵经验。新时代,精神扶贫既要立足于现实需求与内在机理,也要着眼于当下面临的困难和突出矛盾,谋划精神扶贫的实现路径。精神扶贫根源于脱贫攻坚的现实需求、运行机理、存在的问题和发展实践四个层面,因此,应以精神扶贫的需求逻辑、运行逻辑和问题逻辑为出发点,探索精神扶贫的实践逻辑:即大力推动农村贫困地区乡风文明建设,将开展文化教育与扶志扶智相结合,建立健全精神扶贫长效运行机制。
Giving full play to the function and role of spiritual poverty alleviation in poverty alleviation is a valuable experience accumulated in the practice of poverty alleviation and development in the past 70 years since the founding of new China.In the new era,spiritual poverty alleviation should not only be based on the actual needs and internal mechanism,but also focus on the current difficulties and prominent contradictions,so as to plan the realization path of spiritual poverty alleviation.Spiritual poverty alleviation is rooted in the four levels of realistic demand,operation mechanism,existing problems and development practice of poverty alleviation.Therefore,we should take the demand logic,operation logic and problem logic of spiritual poverty alleviation as the starting point to explore the practical logic of Spiritual Poverty Alleviation:to vigorously promote the construction of rural civilization in rural poor areas,combine cultural education with supporting wisdom and aspiration,and establish and improve it Long term operation mechanism of spiritual poverty alleviation.
