摘要
本文主要以《针对有限英语能力社区应急准备、响应与恢复阶段的策略及手段》这一文件为考察对象,分析美国针对有限英语能力社区应急语言服务规划的整体思路与重点安排。应急语言服务规划有两个重点:(1)理清供需关系。应当在充分调研的基础上,确定供需的规模及层次,对相应物力、人力资源做好规划及配置。(2)服务下沉至社区。应提前配置社区响应小组,按照社区实际需求,准备详细预案,确保社区应急语言服务的普及性与时效性。国内相关团体应尽快开展广泛及深入的调研考察,立足当地实际情况,切实加强应急语言服务规划的建设。
This paper is intended to introduce the USA experience on language planning for public emergency in limited English proficient(LEP)communities,by interpreting the Tips and Tools for Reaching Limited English Proficient Communities in Emergency Preparedness,Response,and Recovery document.Language planning for public emergency emphasizes two key points.Firstly,it is the supply-demand relationship.The scale and level of demand,as well as allocation of human and material resources,should be determined on the basis of plentiful research.Secondly,it is outreach in communities.Community Emergency Response Team(CERT)should be built in advance,equipped with practical plans which can offer inclusive and timely language services for public emergency.It is time for related groups and teams in China to take actions,which will include but not limited to extensive and deep investigations in local communities,and practical language planning for public emergency in communities with diverse languages and dialects.
