摘要
人类生存发展过程中存在着诸多突发的自然或社会现象,爆发突然、蔓延迅速、极易引起连锁反应,对人民生命财产安全产生重要威胁。从重大突发事件中分析总结经验并进行制度化建设,是国家应急治理水平现代化的重要之策。本文利用python的网络爬虫技术从中国政府网、万方数据库、北大法宝、交通运输部、应急管理部等网站搜索相关应急管理方面的政策1834项,量化分析新中国成立以来我国应急管理制度化演进的进程,初步总结了中国应急管理制度化构建的相关经验与规律,以期实现中国特色应急管理制度优势转化为治理效能。
In the process of human survival and development,there are many sudden natural or social phenomena,which break out suddenly,spread rapidly,easily cause chain reaction,and pose an important threat to the safety of people’s lives and property.It is an important policy for the modernization of national emergency management level to analyze and summarize experience from major emergencies and carry out institutional construction.This paper uses Python’s web crawler technology to search 1834 policies related to emergency management from 8 websites,such as the Chinese government website,Wanfang database,Peking University magic weapon,Ministry of Transport,Ministry of Emergency Management department,etc.,quantitatively analyzes the evolution process of China’s emergency management institutionalization since the founding of new China,and preliminarily summarizes the relevant experience and rules of China’s emergency management institutionalization construction,so as to realize the goal at present,the advantages of emergency management system with Chinese characteristics are transformed into governance efficiency.
