摘要
为应对中小城市的各类公共卫生事件,提升公共卫生应急管理能力,对中小城市的公共卫生应急能力进行定量评估,提出完整的评价体系框架,采用层次分析法对中小城市的公共卫生应急能力进行指标权重确定,并运用模糊综合评价法对公共卫生应急管理能力进行评估。基于评估结果建议中小城市公共卫生应急管理能力各阶段的优化顺序为公共卫生应急恢复与改进能力、公共卫生应急监测与预警能力、公共卫生应急预防与准备能力、公共卫生应急处置与救援能力,且重点优化应急宣传培训、灾后秩序恢复和风险辨识评估。运用此方法可较为准确地对中小城市的公共卫生应急管理能力进行定量评价,为中小城市应急管理能力的提高提供科学依据。
In order to deal with various public health events in small and mediumsized cities and improve public health emergency management capacity,the public health emergency capacity of small and medium-sized cities is quantitatively evaluated,a complete evaluation system framework is proposed,and the index weight of public health emergency capacity of small and medium-sized cities is determined by analytic hierarchy process,The fuzzy comprehensive evaluation method was used to evaluate the public health emergency management ability.The results show that based on the evaluation results,it is suggested that the optimization order of each stage of public health emergency management capacity in small and medium-sized cities is public health emergency recovery and reconstruction capacity,public health emergency monitoring and early warning capacity,public health emergency prevention and preparation capacity,public health emergency treatment and rescue capacity,and focus on optimizing emergency publicity and training rehabilitation disposal and risk identification and assessment.This method can be used to quantitatively evaluate the public health emergency management ability of small and medium-sized cities,and provide a scientific basis for improving the emergency management ability of small and medium-sized cities.
