海南台风灾害重大风险防控与应急管理机制研究 被引量:2

Research on Prevention and Control of Major Risks of Typhoon Disasters and Emergency Management Mechanisms in Hainan

摘要 海南因其独特的地理位置而被誉为我国的“台风走廊”,频繁受到台风的侵袭。南海及太平洋上生成的台风都可能对海南构成严重威胁,尤其是太平洋上生成的台风,其威力往往更为强大。根据数据统计分析,严重影响海南的台风中,高达86%是在太平洋生成的,而在登陆海南的台风中,这一比例更是攀升至93%。近年来,诸如“达维”和“威马逊”等强台风给海南带来了巨大的财产损失和人员伤亡。为了更深入地了解这些台风的特性和它们带来的灾害特点,通过对1949—2020年影响和登陆海南的台风历史资料分析,研究海南台风特点及其风险防控现状,提出防御应对海南台风的相关建议措施。 Hainan is known as China’s“typhoon corridor”because of its unique geographical location,and is frequently hit by typhoons.Typhoons generated in the South China Sea and the Pacific Ocean can pose a serious threat to Hainan,especially those generated in the Pacific Ocean,which are often more powerful.According to statistical analysis,the typhoon that seriously affects Hainan,up to 86%is generated in the Pacific Ocean,and in the typhoon that landed in Hainan,this ratio is climbed to 93%.In recent years,strong typhoons such as“Dawei”and“Wimasun”have brought huge property losses and casualties to Hainan.In order to have a deeper understanding of the characteristics of these typhoons and the disasters they bring,the characteristics of typhoons in Hainan and their risk prevention and control status are analysed through the historical data of typhoons affecting and landing in Hainan from 1949 to 2020,and the relevant suggestions and measures are proposed for the defence and response to typhoons in Hainan.
