摘要
防范化解重大风险挑战是筑牢国家安全屏障、统筹发展和安全的必然要求。从历史上看,新型政党制度的孕育和形成与不同历史时期的风险挑战相依相存。当前,各领域风险挑战深度关联,传导快、共振强,新型政党制度与防范化解重大风险挑战之间存在着以治理效能为中介的耦合与互动。新时代要充分发挥制度优势,运用丰富的治理手段,将新型政党制度的制度优势转化为治理效能,更好应对重大风险挑战,更好统筹中华民族伟大复兴的战略全局和世界百年未有之大变局。
Preventing and resolving major risks and challenges is an inevitable requirement for strengthening national security barriers and balancing development and security.Historically,the birth and formation of China's Political Party System is related to risks and challenges in different historical periods.Currently,risks and challenges in various fields are deeply related,with fast transmission and strong resonance.There is a coupling and interaction between the China's party system and the prevention and resolution of major risks and challenges,mediated by governance effectiveness.In the new era,we should give full play to the institutional advantages of China's Political Party System,use a wealth of governance means,and transforming the institutional advantages of China's Political Party System into the nation's government effectiveness,so as to better deal with major risks and challenges,and better coordinate the strategic overall situation of the great rejuvenation of the Chinese nation and the profound changes unseen in a century of the world.
