摘要
产品召回制度是保障产品质量和消费安全的重要措施和途径,相对于欧美等国家和地区长期应用和实践,我国在产品召回制度建设上还存在一定的差距。本文通过对美国、日本、欧盟的产品召回制度的立法体系、管理体制、风险监测体系的比较分析,研究和总结其特点与经验,并结合我国产品召回制度的实际,从中获取完善我国产品召回制度的方向和启示。
The product recall system is an important measure and way to ensure product quality and consumer safety.Compared with the long-term application and practice in Europe,the United States and other countries,there is still a significant gap in the construction of the product recall system in China.Through the comparative analysis of the legislative system,management system and risk monitoring system of the product recall system in the United States,Japan and the European Union,this paper studies and summarizes their characteristics and experience,and combines the product recall system in China to obtain and provide institutional direction and inspiration to the Chinese product recall system.
