摘要
当前,积极应对气候变化和落实联合国2030年可持续发展议程已经成为中国参与全球治理的重要内容。在此基础上,中国已经将上述承诺纳入绿色"一带一路"倡议的建设。在这一背景下,中国引领的南南环境合作的方向和重点也应进行相应调整,特别是应寻求区域合作与全球层面的协同发展。在规范理念、合作领域和治理方式等方面,中国的国际环境合作应实现以区域合作促进全球治理的目的。以中国—东盟环境合作为例,双方的环境合作已经成为周边合作的新亮点,形成了有效的合作机制与长期战略。双方合作已成为亚洲区域合作的有效支点,其进程将对2030年可持续发展议程和"一带一路"建设具有深远的意义。
Currently,actively addressing climate change and implementing the UN 2030 Agenda for Sustainable Development has become an important part of China’s participation in global governance.On this basis,China has incorporated the above commitments into the construction of the green BRI initiative.In this context,the direction and focus of China-led South-South environmental cooperation should also be adjusted accordingly,especially in the pursuit of regional cooperation and coordinated development at the global level.In terms of norms in areas of cooperation and governance,China’s international environmental cooperation should achieve the goal by promoting global progress through regional cooperation.Taking China-ASEAN environmental cooperation as an example,environmental cooperation between the two sides has become a new bright spot for peripheral cooperation,forming an effective cooperation mechanism and longterm strategy.The cooperation between the two sides has become an effective fulcrum for regional cooperation in Asia,and its process will have far-reaching significance for the 2030 Agenda for Sustainable Development and the construction of the BRI.
