摘要
自2016年3月缅甸全国民主联盟上台以来,中国在缅甸推动建设了一批重大项目,主要包括2017年4月开通的中缅石油管道,签署的建设皎漂经济特区和边境经济合作区的新协议,以及2018年9月所达成的共建中缅经济走廊共识。尽管这些项目取得了进展,但也面临各种内外挑战:在国内层面,中国中央政府和云南地方政府之间政策协调不力;在外部层面,缅甸精英阶层担心中国项目威胁国家安全,当地社区反华情绪高涨,缅北和若开种族冲突和宗教紧张局势恶化,缅甸政府行政效率低下。鉴于此,本文认为,中国要完成这些项目并全面实现"一带一路"倡议在缅甸的主要目标还有很长的路要走。
China has made new progress on pushing forward the ambitious Belt and Road Initiative(BRI)in Myanmar by establishing strategic projects since National League for Democracy(NLD)took office in March 2016.These mainly include the opening of Sino-Myanmar oil pipeline in April 2017,the new agreement on constructing the Kyaukpyu Special Economic Zone as well as the border economic cooperation zone in April 2017,and the consensus on building Sino-Myanmar economic corridor in November 2017.However,China’s ambitions in Myanmar have been challenged by various internal and external factors.Internally,Chinese newly proposed projects involving with Myanmar have been adversely affected by the poor policy coordination between Chinese central government and Yunnan local governments.Externally,Myanmar elites’deep concerns on national security which might be threatened by Chinese strategic projects,the strong anti-Chinese sentiment in local communities,the rising ethnic conflicts and religious tensions in northern and western Myanmar,as well as the low administrative efficiency of Myanmar government,have jointly contributed to the slow progress of the contracted Chinese projects.Given this,this article argues that there is still a long way for China to finalize these strategic projects and thus to completely achieve the main goals of BRI in Myanmar.
