摘要
巴勒斯坦的代表性外国非政府组织有伊斯兰救济巴勒斯坦组织、阿曼巴勒斯坦、挪威教会援助、国际救济与发展组织等,主要活动领域为慈善与救济、医疗卫生、教育与人权。外国非政府组织在巴勒斯坦的活动,主要有三方面动机:一是人道主义援助,二是推动巴以和平进程,三是维护母国利益。巴勒斯坦外国非政府组织的活动,有助于巴勒斯坦人走出生活困境,但加强了巴勒斯坦本土非政府组织的依赖性,客观上减轻了以色列对巴勒斯坦人的责任。一些外国非政府组织虽倡导巴以和平,但无力影响巴以冲突与巴以和平进程大局。外国非政府组织所提供的援助,是巴勒斯坦人艰难度日的重要依靠,有助于缓解巴勒斯坦人的生活困难,但无法从根本上解决巴勒斯坦人的生存困境,也不能帮助其实现民族目标。从长远看,由于巴勒斯坦的恶劣现实,巴勒斯坦的外国非政府组织将继续活动并发挥重要作用。
Palestine is a model which the foreign NGOs play important role in the semistate entities.The typical foreign NGOs in Palestine are Islamic Relief Palestine,Aman Palestine,Norwegian Church Aid,the International Relief and Development,whose main active fields are charity and relief,health,education,and human rights.There are three motives for the foreign NGOs.One is humanitarian aids,another is to promote the Palestinian-Israeli Peace Process.Moreover,it is to safeguard the interests of the their native country.The foreign NGOs had relieved the Palestinian's plight,but they have increased the local NGOs'dependence and mitigated objectively Israel's duties towards the Palestinians.In fact,many foreign NGOs have advocated Palestinian-Israeli Peace,but they couldn't affect the Palestinian-Israeli Conflict and the Palestinian-Israeli Peace Process.In conclusion,the foreign NGOs'aids for the Palestinian are their vital backing to survive in hard times and alleviate their difficulties,but they could not solve fundamentally the plight of the Palestinian,nor help to achieve their national goals.In the long run,owing to he Palestinian's harsh realities,the foreign NGOs will continue to operate and play important roles in Palestine.
