摘要
在20年的发展历程中,作为一个发展倡议、对话平台和行动机制,中非合作论坛在促进非洲发展和中非合作上发挥了重要作用。作为一个南南合作机制,中非合作论坛在促进南南合作上作出了重大历史贡献,激发了南南合作的活力,彰显了南南合作的独特价值,赋予了南南合作新的内涵和动能。作为一个全球公共产品,中非合作论坛在推动国际对非合作格局的形成和发展方面发挥了积极作用,提升了国际对非合作的均衡性和互补性,丰富和完善了国际对非合作格局,为全球治理提供了新思路、新方式和新经验。新形势下,中非合作论坛不仅是中非合作的重要平台,也起到深化中国对外合作的重要功能。中国需要以更加开放的姿态支持国际对非合作,以更加包容的方式促使中非合作惠及更多参与方,从而为中非合作健康稳定发展提供良好环境,带来更多机遇。
Through the past years of development,the Forum on China-Africa Cooperation( FOCAC) has been featured as a complex of development initiative,dialogue platform and action mechanism,which has been playing a significant role on African development and China-Africa cooperation. FOCAC has reinvigorating the potential of South-South cooperation,and empowering it with new features,approaches and functions. As a global public goods provider,FOCAC is also shaping the construction of international cooperation in Africa. It has been contributing to the equilibrium and complementation of African international cooperation,fostering new opportunities to international partners in Africa,and providing new ideas and approaches on global governance. One prominent tendency is that FOCAC is not just a platform for China-African cooperation,it is becoming a new front of China’s international cooperation. Based on this,China should hold more open position to advance the international cooperation in Africa,and make China-Africa cooperation more beneficial and inclusive to the enlarged circle of partners and stakeholders. These will be crucial determinants for the future sustainable development of China-Africa cooperation.
