摘要
大宗商品具有交易数量大、价格波动大、交易风险大、影响辐射性大等特点。而最近几年我国大宗商品电子商务市场凸显出了"主体多重关联、交易模式多样、风险复杂多变"的典型特征。但是,传统的单一垂直式监管与服务模式由于平台间缺乏关联协作、模式粒度单一固定、数据缺乏融合共享,导致市场主体查验难、交易过程监测可靠性低、交易可信存证缺、市场风险预警准确性差等问题。本文首先对国内外现状与发展趋势进行了总结分析,然后提出了当前大宗商品交易市场监管与服务的难点问题。最后,提出了一种新的大宗商品交易市场的监管服务模式:网络化联动协作的多模态多粒度智能监管与服务;然后针对这一监管服务模式提出了监管服务关键技术。通过本文提出的监管服务模式和关键技术研究,可达到大宗商品交易的全链条数据可存、轨迹可追溯、风险可预测的监管服务目标。
Current bulk commodity trading markets have the following characteristics:high trading volumes,drastic price fluctuations,high transaction risks,and extensive range of influence.In recent years,several new features emerge in the bulk commodity trading markets in China,such as the multi-relational organization of market entities,various trading modes in different platforms,and the complex and dynamic risks in the markets.Under the traditional top-down supervision and service paradigm,collaborations between platforms are often lacked in the bulk commodity trading markets,so the data collected by the platforms cannot be well shared and fused;and the modality and granularity of supervision and service are pre-defined and cannot be adapted for real dynamic environments.These drawbacks actually result in many problems in the supervision and service,e.g.,the difficulty of market entity inspection,the unreliable monitoring performance during the transaction processes,the lack of trusted data preservation for transactions,and the inaccurate risk warning for the trading market.To solve these problems,this paper first briefly reviews the state of the art and development trend of bulk commodity trading markets in China,and it then proposes a novel supervision and service paradigm:networked collaborative supervision and service with adaptive modality and granularity.This paper also presents the key technologies for this new supervision and service paradigm.With the results of this research,the following objectives can be realized:the data in the trading market can be preserved in a trusted manner;all the actions of market entities and the relationships between them in the transactions can be traceable;and the risks of the bulk commodity trading markets can be predicted accurately in real time.
