城市级分布式可再生能源发电系统输配电定价机制探索 被引量：1

Research on the transmission and distribution pricing mechanism of urban distributed renewable energy system

摘要 我国城市级分布式可再生能源发电系统以分布式光伏发电系统为主。现行按政府核定标准收取输配电费用的模式无法体现分布式发电"隔墙售电"和就近消纳的优势,且新一轮输配电价改革没有明确各类小型分布式发电系统输电费用定价。借鉴国外可再生能源发电系统输配电定价机制经验,结合我国国情、城市电力系统发展需要以及城市级分布式可再生能源发电系统特征,提出采用以基于成本的输配电定价为主体、综合优化的定价方法。从国家层面看,在输配电体系改革的政策完善中需加强输配电价监管,明确总体准许收入和价格结构组成原则。从城市或区域电力系统层面看,需因地制宜制定适应本地城市级分布式可再生能源发电系统接入配电网的政策措施,建立浮动的定价空间,做好"标杆成本"定价。
