摘要
文章梳理了当前我国气候投融资体系建设的历程、现状,以及面临的挑战,从全国碳排放权注册登记机构角度,分析了碳要素的定价、碳要素的权属界定、风控体系等,阐述了全国碳市场建设在气候投融资体系建设中的重要意义。
This paper sorted out the process,current situation and challenge of constructing the climate investment and financing system;analyzed the pricing of carbon-related elements,the definition of the ownership of carbon-related elements,the risk control system,etc.,from the perspective of national carbon emissions registration institution;and expounded the importance of the national carbon market construction in the construction of climate investment and financing system.
