摘要
高校领导是高等教育的办学实践者、文化塑造者和行动反思者,其治理能力是影响高等学校办学质量和水平的关键性因素。高校领导治理能力的现代化是实现高校健康科学发展的基本前提和必然要求。必须以依法治校为行动纲领和根本保障,坚持立德树人和思想引领,积极落实党委领导下的校长负责制,通过完善制度和文化创生,形成政治能力、教育能力、治理能力和文化能力等相承相协,达到系统共治,以推进高校领导行为的科学、规范、有序,进而提升高校治理现代化的水平,共创法治校园、智慧校园。
The leaders of universities are the practitioner,cultural shaper and action reflector,of higher education,whose governance capability is the key factor affecting the quality and level of higher education.The modernization of leadership and management ability in colleges and universities is the basic premise and inevitable requirement to realize the healthy and scientific development of colleges and universities.We must take administration by law as the guiding principle and fundamental guarantee,strengthen moral education and cultivate people,actively implement the President responsibility system under the leadership of the Party committee,and coordinate political ability education ability and culture ability by perfecting the system and culture creation to achieve systematic management and promote the scientific,standardized and orderly leadership behavior,then to enhance the level of modernization of university governance ability and create a campus ruled by law and a smart campus.
