美国城市贫困集中程度缘何不降反升?——基于对美国公共住房政策的历史制度主义分析 被引量:2

Why Concentrated Poverty is Rising Rather than Falling in American Cities? ——An Analysis of American Public Housing Policy Based on Historical Institutionalism

摘要 自20世纪60年代开始,美国相继出台一系列法案和项目,力图降低公共住房区域贫困集中程度。然而,公共住房区域的贫困集中程度非但没有明显降低,反而形成贫困集中加剧的后果。本文以历史制度主义的分析方法,将百年来公共住房政策看作一套整体的制度体系,阐述公共住房政策的出台、发展、改革均服从于美国经济发展需要的变迁过程。公共住房政策形成以收入为基础的租金体系和选址一般在贫困集中区域的双重路径依赖,公共住房政策执行结构阻碍降低贫困集中程度的治理目标达成。本文剖析了美国政府、市场和不同群体在公共住房问题上利益分歧和行为选择,理清美国公共住房与贫困集中的复杂联系,反映美国公共住房强化贫困空间集中的循环魔咒。 Since the 1960s,the United States has introduced a series of laws and projects to deconcentrate the concentrated poverty in public housing communities.However,the rate of poverty in public housing communities has not been significantly reduced,but intensified.With the analytical method of historical institutionalism,this paper regards public housing policy in the past hundred years as a whole system,expounds that the reforms of public housing policy are all subject to the domestic need for economic development.The public housing policy has got the double path-dependences to concentrate the poverty.The American political groups have possessed different interests and behavior choices in public housing policy.The essay tries to clarify the complex relationships between public housing policy and concentrated poverty,reflects the circular curse of exacerbating the neighborhood poverty in public housing zones.
