摘要
推动高质量发展与坚持以供给侧结构性改革为主线是全面贯彻落实党的十九大和十九届历次全会精神,促进民族地区公共服务高质量供给是完整、准确、全面贯彻2021年中央民族工作会议和中央经济工作会议精神的重要任务之一,也是创新性落实《“十四五”公共服务规划》的重要举措。因为各少数民族之间及其与汉族之间存在文化差异,所以在民族地区更有效地服务文化多样性人群,就需要在公共服务供给侧尊重和理解各民族文化及其价值观等,即提供具有“文化能力”的公共服务,以不断增强各族群众的获得感、幸福感与安全感,这对我国民族地区公共服务供给侧提出了更新更高的要求。文章从公共服务供给操作上定义“文化能力”,即组织的特定行动和政策,使该组织能够更有效地服务于文化多样性的人群,以提高公共服务质量。在民族地区,越是民生性的公共服务,越是亟待提升文化能力,如教育、医疗卫生、文化传媒与公共就业服务等方面,不仅体现在以语言文字为载体的文化能力表层结构特征,更体现在以价值观为核心的文化能力深层结构特征。促进民族地区公共服务高质量供给的文化能力提升策略包括:语言服务产业与公共服务提供过程融合发展;公共政策系统要尊重与包容各民族多样性文化价值观;基于标准化、智能化、个性化与专业化的文化能力提升的愿景与规划。
To promote the development of high quality development and adhere to the supply side structural reform as the main line is to fully implement the spirit of the party’s various conferences after the 19th Sessions.Promoting the high-quality supply of public services in ethnic regions is one of the important tasks to complete,accurately and fully implement the spirit of the 2021 Central Conference on Ethnic Work and the Central Economic Work Conference,and it is also an important measure to innovatively implement the 14th Five-Year Plan for public services.Because of the cultural differences between and among different ethnic groups and theirs with the ethnic Han culture,being more effective to serve the culturally diverse people in ethnic regions requires to respect and understand the ethnic cultures and their values on the supply side of public services.To provide public services with“cultural ability”to continuously enhance the sense of gain,happiness and security of the people of all ethnic groups,which puts forward new and higher requirements for the supply side of public services in the ethnic regions inside China.The article defines“cultural competence”from the operation of public service supply,that is,the specific actions and policies of the organization that can enable the organization to more effectively serve the population of cultural diversity to improve the quality of public service.In ethnic regions,it is more urgent to improve cultural competency for livelihood public services,such as education,health care,cultural media and public employment.It is not only reflected in the surface structural characteristics of cultural ability with language as the carrier,but also reflected in the deep structural characteristics of cultural ability with values as the core.Strategies to improve the cultural ability to promote the high-quality supply of public services in ethnic areas include:the integrated development of language service industry and public service provision process of public policy system should respect and tolerate the vision and planning of diverse cultural values based on standardized,intelligent,personalized and professional cultural capabilities.
