摘要
党政领导干部与民营经济人士联系交往制度,是全面构建亲清政商关系的一项重要工作内容。激励党政领导干部主动作为,督促党政领导干部和民营经济人士守住交往底线,需要进一步完善制度。要规范联系交往制度的构成要素,由统战部牵头,工商联、纪委监委深度参与,作为制度的制定主体,其它涉及民营单位的部门协助配合。要规范联系交往制度的制定程序,解决制度如何制定的问题,尤其要遵循地方探索与中央顶层设计相结合的纵向制定程序。要规范联系交往清单的基本内容,解决如何互动的问题。要以强化监督执纪与激励机制,作为联系交往制度有效落实的保障。
The mechanisms for communication between Party and government officials and personnel from private sector is an important part in cultivating a cordial and clean relationship between government and business.To encourage leading officials to take the initiative and urge both parties not to cross the line,it is imperative to further improve the system.It is necessary to improve the constituent elements of the communication mechanisms,in which the united front work departments take the lead,the federations of industry and commerce and commissions for discipline inspection and supervision participate fully.They should act as the main players in formulating the system while other departments involving the private sector render assistance and support.It is necessary to improve the procedures in formulating the system,solving the problem of how the system is formulated,and following in particular the vertical formulation procedure of combining explorations of local governments and top-level design of the Center Government.It is necessary to improve the communication list of the basic contents,solving the problem of how to interact.It is necessary to strengthen oversight over discipline compliance and incentive mechanism as a guarantee for the effective implementation of the system.
