摘要
休闲渔业在世界范围内得到迅速的发展,发展休闲渔业是调整渔业产业结构,实现渔业可持续发展的重要途径。中国和澳大利亚休闲渔业发展背景和兴起时间虽不尽相同,管理状况差别也很大,但是澳大利亚休闲渔业的发展有资源丰富、政策多样、管理分层等显著特点,对我国发展休闲渔业管理具有重要参考价值。本文首先探讨了休闲渔业的定义及其特征,接着对两国休闲渔业的发展背景与发展状况进行了介绍,最后重点从法律法规层面、管理制度层面、管理信息系统层面对两国休闲渔业的管理进行对比分析,得出启示:(1)加强休闲渔业立法工作;(2)推进休闲渔业制度建设;(3)结合科研,建立休闲渔业信息系统。
Recreational fishery has developed rapidly in the world.Developing recreational fishery is an important way to adjust the structure of fishery indu stry and achieve sustainable development of fisheries.The development background and rising time of Chinese Mainland recreational fisheries and Australia are not the same,and the management status is very different.However,Australia’s development of recreational fisheries has the characteristics of rich resources,diverse policies and management stratification,which has important reference value for the development of recreational fishery management in China.This paper first discusses the definition and characteristics of recreational fisheries,and then it introduces the development background and development of recreational fisheries in the two countries.Finally,it focuses on the management of recreational fisheries in both countries from the perspective of laws and regulations,management systems and management information systems.This paper finally draws these inspirations:(1)Strengthening the legislation of recreational fisheries;(2)Promoting the construction of recreational fishery systems;(3)Establishing a recreational fishery information system in conjunction with scientific research.
