摘要
可持续发展近年来逐渐成为全球共识,如何实施以可持续发展为价值旨归的职业技术教育成为各国亟待探索的领域。在全球视野下,联合国开发计划署近年来在"可持续发展教育全球行动计划"的支持下,结合自身特点和需要,帮助各国履行《蒙特利尔协定书》国际协定,在全球范围内尤其是发展中国家通过职业技术教育推进全球可持续发展战略。在此过程中,UNDP逐渐将资格认证作为通过教育促进可持续发展的先行策略,把职业培训作为可持续发展教育的主要方式,将技术援助视为可持续发展教育的重要保障。UNDP通过职业技术教育推进可持续发展战略的特点是基于职业教育多途径推动可持续发展战略,产学研相结合多主体参与可持续发展教育以及宏观、中观、微观相结合多层次推广可持续发展教育。UNDP开拓的以职业技术教育为依托的可持续发展之路,可供我国参考和借鉴。
In recent years,sustainable development has gradually become a global consensus.How to implement the vocational and technical education with sustainable development as the value goal has become an urgent field for all countries to explore.In the global perspective,with the support of"Global Action Programme on Education for Sustainable Development(GAP)",the United Nations Development Programme(UNDP)has helped countries to implement the international agreement as Montreal Protocol and promote the global sustainable development strategy through vocational and technical education in the world,especially in developing countries.In this process,UNDP gradually takes accreditation as the first strategy to promote sustainable development through education,regards vocational training as the main way of sustainable development education,and regards technical assistance as an important guarantee of sustainable development education.The characteristics of UNDP’s strategy of promoting sustainable development through vocational and technical education are based on the multi-channel promotion of sustainable development strategy by vocational education,the combination of industry,university and research,the participation of multi-subjects in sustainable development education,and the multi-level promotion of sustainable development education by combining macro,meso and micro.The road of sustainable development based on vocational and technical education developed by UNDP can be used for reference in China.
