摘要
社会各方面主体参与职业教育,是推进技能型社会建设、打造技能强省的必由之路。当前,社会主体对河南职业教育的参与,存在参与主体数量较少、素质不高,参与途径凌乱无序、轻重失衡,参与内容程度肤浅、影响不大等问题。其成因主要是社会主体参与职业教育的平台在机制建设方面不完善,现有政策规范没有突出保障社会主体的权益,社会参与主体本身存在不足。为此,要充分认识社会多元主体参与职业教育的作用;尽快修订出台地方性法规,加强社会主体权益保护;加强组织化参与,重视职业教育组织的内部规范;采用灵活方式培育和发展社会参与主体。
Participation in vocational education by all social actors is the way to promote the construction of a skill-based society and build a skill-based province.At present,there are some problems with the social participants of vocational education in Henan Province,such as the small number of participants,the low quality of participants,the disorderly and unbalanced ways of participation,the superficial content of participation and the little influence of the participants.The main causes of this are the imperfections in the mechanism for the participation of social actors in vocational education,the failure of existing policies and norms to highlight the protection of the rights and interests of social actors and the inadequacies of the social actors themselves.To this end,it is necessary to fully understand the role of the participation of multiple social actors in vocational education;to amend and introduce local regulations as soon as possible to strengthen the protection of the rights and interests of social actors;to strengthen organizational participation and attach importance to the internal regulation of vocational education organizations;and to adopt a flexible approach to the cultivation and development of social participation subjects.
