摘要
世界银行贷款项目为浙江省的改革开放和高质量发展发挥了重要引领作用,特别是近十年来世界银行贷款项目越来越聚焦于浙江的水生态治理项目。文章通过简述世界银行千岛湖项目在浙江省淳安县和建德市的两个典型子项目,提出了理解千岛湖综合治理项目的内在逻辑可分为治水环节和供水环节,而治水环节又被清晰地定义为“保土和清流”。最后从项目执行的表象中引发思考并挖掘出项目蕴含的深度意义。
The World Bank loans have played an important leading role in the reform and opening up and high-quality development of Zhejiang Province,especially in the past decade when the loans have increasingly focused on Zhejiang s water ecological management.This article briefly describes the two typical sub-projects of the World Bank s Qiandao Lake project in Chun an County and Jiande City,Zhejiang Province,and proposes that the internal logic of the Qiandao Lake comprehensive management project can be divided into water governance and water supply,and clearly defines water governance as“soil conservation and water cleaning”.Finally,from the project implementation,it specifies the deep meaning of the project.
