摘要
基于对20世纪30年代"新政"自由主义的反对,美国保守主义思潮开始在各地兴起。哲学上的集结和政治号召下的融合聚集了各派理念,如主张保守美国传统和宗教道德、维护自由市场等,这与环保气候政策在价值观上相悖。特朗普融合了传统保守主义、民粹主义和经济民族主义,形成了民粹式保守主义。在环保气候政策上奉行右翼保守主义,主张环境保护让路经济发展,全面逆转前任政府的环保气候法规;对外政策秉持国家主义和孤立主义,强调"美国优先",退出《巴黎协定》并终止向绿色气候基金拨款。特朗普政府在民粹式保守主义影响下收获了一定支持,但也导致对环保署宗旨的偏离和环保气候标准的曲解,并使美国肆意践踏国际法上的义务和原则引发国家责任。
Based on the opposition to the"New Deal"liberalism of the 1930s,American conservatism began to rise nationwide.The combination of philosophical assembly and political calling has brought together ideas of various groups,such as the preservation of American traditions and religious ethics,and the maintenance of free markets.These ideas are contrary to the values of environmental climate policy.Trump combines traditional conservatism,populism,and economic nationalism to form populist conservatism.For environmental climate policies,he pursues right-wing conservatism,and advocates environmental protection to make way for economic development,as well as comprehensively reverses the previous government’s environmental climate regulations.As to foreign policies,he upholds nationalism and isolationism,and emphasizes"US priority",as well as withdraws from the Paris Agreementand cutting funding for Green Climate Fund.The Trump administration gained some support under the influence of populist conservatism,but it also led to deviations from the EPA’s purpose and misinterpretation of environmental climate standards,and caused the United States to arbitrarily trample on international law obligations and principles to trigger state responsibility.
