In order to cope with the increasing threat of the ballistic missile(BM)in a shorter reaction time,the shooting policy of the layered defense system needs to be optimized.The main decisionmaking problem of shooting op...In order to cope with the increasing threat of the ballistic missile(BM)in a shorter reaction time,the shooting policy of the layered defense system needs to be optimized.The main decisionmaking problem of shooting optimization is how to choose the next BM which needs to be shot according to the previous engagements and results,thus maximizing the expected return of BMs killed or minimizing the cost of BMs penetration.Motivated by this,this study aims to determine an optimal shooting policy for a two-layer missile defense(TLMD)system.This paper considers a scenario in which the TLMD system wishes to shoot at a collection of BMs one at a time,and to maximize the return obtained from BMs killed before the system demise.To provide a policy analysis tool,this paper develops a general model for shooting decision-making,the shooting engagements can be described as a discounted reward Markov decision process.The index shooting policy is a strategy that can effectively balance the shooting returns and the risk that the defense mission fails,and the goal is to maximize the return obtained from BMs killed before the system demise.The numerical results show that the index policy is better than a range of competitors,especially the mean returns and the mean killing BM number.展开更多

A maintenance policy (N) is applied by which the system will be repaired whenever it experiences Nth preventive maintenance (PM), and an optimal policy (N*) could be determined numerically or analytically for minimizing the long-run average cost per unit time. The system consists of two kinds of units, which are respectively subjected to the deterioration failure described by Gamma process and the random failure described by Poisson process. A two-level opportunistic policy defined by three decision parameters is proposed to coordinate the different maintenance actions and minimize the long-run maintenance cost rate of the system. A computable expression of the average cost rate is established by using the renewal property of the stochastic process of the maintained system state. The optimal values of three deci- sion parameters are derived by an iteration approach based on the characteristic of Gamma process. The behavior of the proposed policy is illustrated through a numerical experiment. Comparative study with the widely used corrective maintenance policy demonstrates the advantage of the proposed opportunistic maintenance method in significantly reducing the maintenance cost. Simultane- ously, the applicable area of this opportunistic model is discussed by the sensitivity analysis of the set-up cost and random failure rate.展开更多

The result shows that liability period decides the share of the inventory cost between two sides in supply chain. With the increase of liability period, the service level has been quickly reduced even though the manufacturer's cost has been cut down by transferring the inventory cost to the supplier. As to the safety inventory, if the lower bound of components safety inventory increases, the supplier's cost will rise up more slowly than the liability period does, while the service levels increases as the safety inventory's lower bound is raised.展开更多

In order to ensure the validity of policy-making,this work firstly exerts a method to do cost-benefit analysis for three kinds of technologies such as building-integrated solar hot water (BISHW) system,building-integrated photovoltaic (BIPV) technology and ground water heat pump (GWHP). Through selecting a representative city of every climate region,the analysis comes into different results for different climate regions in China and respectively different suggestion for policy-making. On the analysis basis,the Ministry of Construction (MOC) and the Ministry of Finance of China (MOF) united to start-up Building-integrated Renewable Energy Demonstration Projects (BIREDP) in 2006. In the demonstration projects,renewable energy takes place of traditional energy to supply the domestic hot water,electricity,air-conditioning and heating. Through carrying out the demonstration projects,renewable energy related market has been expanded.
