The National Independent Innovation Demonstration Zone has been assigned the unique mission of demonstrating and leading national innovation and playing a key supportive role in enhancing green innovation.Based on the...The National Independent Innovation Demonstration Zone has been assigned the unique mission of demonstrating and leading national innovation and playing a key supportive role in enhancing green innovation.Based on the sample data of A-share listed companies in China from 2007 to 2021,we apply a multi-period difference-in-differences model to analyze whether the implementation of the National Independent Innovation Demonstration Zone policies plays a leverage effect or a crowd out effect on the green innovation efficiency of enterprises and systematically test the regulatory mechanism of government grants and media attention in the process of this influence.The empirical results show that the imple-mentation of the National Independent Innovation Demonstration Zone policies has a positive impact on the green innovation efficiency of enterprises and that the green innovation induced by this reform is not the leverage effect of additional R&D investment on the basis of the existing innovation activities of enterprises but rather the result of the reallocation of resources to crowd out existing non-green innovation.It is further found that government grants and media attention positively moderate the positive driving effect of National Independent Innovation Demonstration Zone policies on the green innovation efficiency of enterprises.展开更多

Through the reorganization and analyses of the domestic academic achievements, this article chose "the county innovation in China new countryside construction" as the first level index, and "the three dimensional innovation" as the second level index. Totally four levels of indices, namely the strategy level, the mechanism level, the carrier level and the comment level, were introduced to construct the county innovation appraisal system. At present, in the supervision process of Chinese government, the phenomenon of strict approval and slack supervision still exists in some local governments. And the dynamic supervision mechanism and supervision restriction mechanism of some local governments are still not perfect. These problems directly lead to"regulatory vacuum"and service absence and other circumstances. The existence of these circumstances will block the process of China's administrative examination and approval system reform. As a result to explore how to promote government supervision innovation and optimize government services is the first important thing, and then to create conditions for the rapid, stable and orderly progress of the administrative examination,what's more to approval system reform.Based on this thesis, the author realizes legal supervision, implement informatization supervision.It not only has increased normalized supervision, improve the administrative examination and approval all-round supervision mechanism, but also established the third party assessment normalization mechanism, and optimize the administrative examination and approval policy advocacy mechanism as well.展开更多

The creativity hence is equated with a technical, instrumental existence, and innovationcapability therefore is understood as something with creativity for ever. This kind of research cannot wellunderstand the social nature of innovation, and would lead to our over-dependence on those technical factorsin the matter of innovation of education. In our opinion, the longing for innovation is not only the need of theknowledge-based society, but the need of the whole modern society. As Schumpeter argues, between the growthand the development there is not an absolute gap, where seemingly insignificant may exit a truly earthshakingpower. Western rural development theory had been proved to be insufficient to support Chinese rural reform. Therefore, theoretical innovation became urgent in the fields of rural governance, government functions, public finance and rural-urban integration etc. In recent years, Chinese rural comprehensive reform had been adjusting itself to the requirements of the "new normal". And during the process of agricultural modernization, the bottlenecks included the contradictory relationships between reform, development and overall stability, agricultural simplification and industrial diversification, economic development and environmental protection, rapid development of urban areas and slow progress of rural areas, grassroots governance and democratic supervision etc. Proper countermeasures would help to settle the above contradictions.展开更多

AHP empirical results showed that the satisfaction of information communication and the satisfaction of the management process were the weakest. And the order from high to low on the level of indicators of the impact for the alliance was the result of alliance operations and the process of alliance operations, the behavioral attitude of alliance members. In complex environments such as high dynamics and weak signals,a satellite signal compensation method based on prefabricated trajectory assistance and an improved adaptive Kalman filter is proposed for a 155 mm differ...In complex environments such as high dynamics and weak signals,a satellite signal compensation method based on prefabricated trajectory assistance and an improved adaptive Kalman filter is proposed for a 155 mm differential rotating rear-body control-guided projectile to address the situation of satellite signal flickering and loss in projectile navigation systems due to environmental limitations.First,establish the system state and measurement equation when receiving satellite signals normally.Second,a seven-degree-of-freedom external ballistic model is constructed,and the ideal trajectory output from the ballistic model is used to provide the virtual motion state of the projectile,which is input into a filter as a substitute observation when satellite signals are lost.Finally,an adaptive Kalman filter(AKF)is designed,the proposed adaptive Kalman filter can accurately adjust the estimation error covariance matrix and Kalman gain in real-time based on information covariance mismatch.The simulation results show that compared to the classical Kalman filter,it can reduce the average positioning error by more than 38.21%in the case of short-term and full-range loss of satellite signals,providing a new idea for the integrated navigation of projectiles with incomplete information under the condition of satellite signal loss.展开更多
