How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China＇ s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China＇ s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.展开更多

Therefore,the governance of the derivative problems concerning the global cyberspace has become an issue of importance in the international law. To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. Accordingly,as a responsible power,China should advocate the Chinese solution and wisdom so as to create the reform of global cyberspace governance system. Along with the economic development and urbanization,countryside has become the main battlefield of pollution control and prevention in China. In recent years,Public-Private Partnership(PPP) route has become one of the commonly accepted procurement strategies in developed and developing countries in the field of infrastructure projects. Hence,it is suggested that the PPP route could be adopted in rural environmental governance as an innovative governance strategy. The most valuable contribution of the PPP has been filling the gap of lack of implementation by governments. However,due to the peculiarity and complexity of rural environmental governance,it is argued that current approaches to deliberative rural environmental governance concerning public-private partnerships need to acknowledge insights from both the economic theory and open source theory concerning the communication of environmental and political norms so that they can be successfully transferred to rural environmental governance.展开更多

The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fu...The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.展开更多
