In June 2012,the UN conference on sustainable development "Rio+20" summarized the work of the world community in this direction for last 20 years and outlined the tasks for the future.The UN website contains enough information to estimate the importance of global problems and "green economy," taking into account a very complicated state of the global and Russian markets which are balancing on the verge of crisis.Unfortunately,the website does not contain the materials of the 6th civilization forum "Long-Term Strategy for Sustainable Development on the Basis of Partnership of Civilizations:Concepts,Strategy,Programs and Projects" within the bounds of "Rio+20" which has considered the problems of a dialogue and partnership in conditions of extensive globalization.These problems are covered in the Partnership of Civilizations Journal which is issued in the Russian,English and Arabian languages,including its Internet version.The International Informatization Academy (it has the general consultative status at the Economic and Social Council of the UN) and its 20-year activity in the sphere of informatization of the world and Russia on the way to the partnership of civilizations,are presented there[1]. 展开更多

针对模糊图像高维空间几何信息(high-dimensional space geometrical informatics,HDSGI)复原方法不能自动调节参数的问题,提出一种结合混沌粒子群优化(chaotic particle swarm optimization,CPSO)算法进行模糊图像自适应复原的新方法。... 针对模糊图像高维空间几何信息(high-dimensional space geometrical informatics,HDSGI)复原方法不能自动调节参数的问题,提出一种结合混沌粒子群优化(chaotic particle swarm optimization,CPSO)算法进行模糊图像自适应复原的新方法。HDSGI图像复原算法可以获得清晰的复原图像,但是需要人工调节表征分布曲线的参数,参数选择不合适时复原图像中会出现噪声。将能同时度量图像模糊程度和噪声水平的无参考型图像质量评价指标作为CPSO算法的适应度函数,达到自适应地选择最佳分布曲线的目的,从而可以获得清晰复原图像。复原后的图像的主观视觉评价和定量评价指标均证明了方法的实用性和有效性。 展开更多

The PACS concept was introduced in 19821, after more than twenty years of technical advancements;it has become an integrated component of today’s healthcare delivery system.PACS is now in the beginning of being used ... The PACS concept was introduced in 19821, after more than twenty years of technical advancements;it has become an integrated component of today’s healthcare delivery system.PACS is now in the beginning of being used as a clinical research tool.2Among others,this paper describes four PACS-based research activities: medical imaging informatics, medical imaging Data Grid, combining PACS and teleradiology operations, and computer-assisted detection and diagnosis(CAD). In medical imaging informatics (MII), we first introduce its infrastructure and the five layer of software architecture. The description of a new MII training program supported by the National Institute of Biomedical Imaging and Bioengineering (NIBIB), National institutes of Health (NIH), USA is followed. The training program accepts candidates with medical and or biomedical engineering background. The goal is to cross-train multi-disciplinary individuals to be future leaders in the field of medical imaging informatics. Grid computing is a new paradigm combining computing, networking, information and storage technologies to advance the conventional distributing computing to the next level. One resource in Grid Computing is the Data Grid. We describe the use of Data Grid concept in medical imaging applications based on the five layer of the open source Globus toolkit 4 (GT4). Three examples are given. First, a Data Grid specifically designed for PACS image backup and disaster recovery developed at the Imaging and Informatics Laboratory (IPI), USC is illustrated. The second application is for image-based clinical trials using three international sites at IPI, USC, USA; the PACS Lab, Hong Kong Polytechnic University, Hong Kong; and the Heart Institute, Sao Paulo, Brazil In combining PACS and teleradiology operations , a Data Grid model is proposed to combinetwo disjoint ,and yet ,daily used PACS and telera-diology operations as one integrated system in a large-scale enterprise level . Methods of combining workflows ,storage ,and reading of PACS and teleradiology i mages are detailed .The last work-in-progress research is the in-tegration of CAD results with daily PACS workflow. The integration methods are based on DICOMScreen Captured and Structured Report Stan-dards ; and several IHE (Integrating the Healthcare Enterprise) Workflow Profiles . 展开更多

Quantum information processing and communication(QIPC) is an area of science that has two main goals: On one side,it tries to explore(still not well known) potential of quantum phenomena for(efficient and reliable) information processing and(efficient,reliable and secure) communication.On the other side,it tries to use quantum information storing,processing and transmitting paradigms,principles,laws,limitations,concepts,models and tools to get deeper insights into the phenomena of quantum world and to find efficient ways to describe and handle/simulate various complex physical phenomena.In order to do that QIPC has to use concepts,models,theories,methods and tools of both physics and informatics.The main role of physics at that is to discover primitive physical phenomena that can be used to design and maintain complex and reliable information storing,processing and transmitting systems.The main role of informatics is,one one side,to explore,from the information processing and communication point of view,limitations and potentials of the potential quantum information processing and communication technology,and to prepare information processing methods that could utilise potential of quantum information processing and communication technologies.On the other side,the main role of informatics is to guide and support,by theoretical tools and outcomes,physics oriented research in QIPC.The paper is to describe and analyse a variety of ways and potential informatics contributes and should/could contribute to the development of QIPC--see also Gruska(1999,2006,2008). 展开更多

The First and Second Symposiums on ISI were held in Tucson,Arizona,in 2003 and 2004,respectively. In 2005,the IEEE International Conference on ISI was held in Atlanta,Georgia. These ISI conferences have brought together academic researchers,law enforcement and intelligence experts,information technology consultant and practitioners to discuss their research and practice related to various ISI topics including ISI data management,data and text mining for ISI applications,terrorism informatics,deception detection,terrorist and criminal social network analysis,crime analysis,monitoring and surveillance,policy studies and evaluation,information assurance,among others. We continue this stream of ISI conferences by organizing the Workshop on Intelligence and Security Informatics (WISI’06) in conjunction with the Pacific Asia Conference on Knowledge Discovery and Data Mining (PAKDD’06).
