How to alleviate the pressure of resources and the environ-ment and to achieve the sustainable development of the economy has become a global agenda.China＇ s economy growth has been rapid for decades since the reform and opening up policy,but this has also been a great drain on China＇ s resources and the environment, which is an ur-gent problem to tackle. In recently years, the Chinese government has launched many environ-mental policies in the hope of encouraging technological innovation to guarantee the sustain-able development of the economy. However, research suggested that technological innovationis negatively correlated with environmental policies in most scenarios. In some cases, the num-ber of technological innovation decreases after policies take effect and increases after a whilelike a U - curve. In order to solve this problem, I decided to analyze the panel data from 80provinces in China between 2008 and 2014 and conclude that local governance can implementenvironmental regulations while having a positive impact on the technological innovation inenterprises. In the conclusion, suggestions are given to local governments on how to better en-force environmental policies.展开更多

Therefore,the governance of the derivative problems concerning the global cyberspace has become an issue of importance in the international law. To overcome these challenges,sovereign states begin to get involved in cyberspace and seek international cooperation,so as to promote the evolution of the international rule of law in cyberspace. Currently,the cyberspace is filled with contradictions and conflicts. The cyber hegemonic states monopolize basic resources for cyberspaces,and their liberalism of double standards is the best tool to maintain their centralized and dominant situations. Moreover,the differences on governance problems between different camps leads to the significant institutional supply shortage. Accordingly,as a responsible power,China should advocate the Chinese solution and wisdom so as to create the reform of global cyberspace governance system. The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fu...The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.展开更多

Due to the turbulent external business environment, the complexity of internal relations of the organization and the emergence of subversive IT roles, the business-IT alignment(BITA)has become increasingly difficult. ...Due to the turbulent external business environment, the complexity of internal relations of the organization and the emergence of subversive IT roles, the business-IT alignment(BITA)has become increasingly difficult. The unsuccessful realization of BITA will lead to the waste of organizational resources, the reduction of return on investment and eventually the loss of competitive advantage. In recent years, coevolution has received widespread attention due to its ability to describe the dynamic relationship between IT and business. Multiple principles such as quickening learning action loops and adopt suitable organizing principles for achieving business and IT coevolution(BITC) are obtained. However, the continuous BITC is still hard to be achieved because of the lack of complete BITC management. This paper focuses on the management process of the BITC and how to perform it gradually. A coevolution framework combines the enterprise architecture(EA) approach with the coevolution analysis is proposed, which contains the design of EA, the sensing and governance of the misalignment and the procedure of the EA misalignment prevention.The steps for the governance and prevention of misalignment are discussed in particular. Through comparison with the principles,characteristics and methods of coevolution in the literature, the proposed framework is evaluated.
