Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a m...Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.展开更多

It can be beneficial not only f...Standard e-government information system(SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects--information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.展开更多

The concrete con...Purpose: The purpose of this exploratory study is to provide modern local governments with potential use cases for their open data, in order to help inform related future policies and decision-making. The concrete context was that of the Vaxjo municipality located in southeastern Sweden.Design/methodology/approach: The methodology was two-fold: 1) a survey of potential end users(n=151) from a local university;and, 2) analysis of survey results using a theoretical model regarding local strategies for implementing open government data.Findings: Most datasets predicted to be useful were on: sustainability and environment;preschool and school;municipality and politics. The use context given is primarily research and development, informing policies and decision making;but also education, informing personal choices, informing citizens and creating services based on open data. Not the least, the need for educating target user groups on data literacy emerged. A tentative pattern comprising a technical perspective on open data and a social perspective on open government was identified. Research limitations: In line with available funding, the nature of the study was exploratory and implemented as an anonymous web-based survey of employees and students at the local university. Further research involving(qualitative) surveys with all stakeholders would allow for creating a more complete picture of the matter. Practical implications: The study determines potential use cases and use contexts for open government data, in order to help inform related future policies and decision-making.Originality/value: Modern local governments, and especially in Sweden, are faced with a challenge of how to make their data open, how to learn about which types of data will be most relevant for their end users and what will be different societal purposes. On the basis of analyzing both domestic and foreign evaluation systems for the e-government and also taking into account of the current situation of government portals in urban centers,the paper is aimed to construct ...On the basis of analyzing both domestic and foreign evaluation systems for the e-government and also taking into account of the current situation of government portals in urban centers,the paper is aimed to construct an evaluation system primarily for the measurement of the service capability of business-oriented G2B portals of local governments in general and those G2B portals of the new development zones in particular.This system is composed of 6 first tier indicators,18 second tier indicators and 90 third tier indicators.And the weight of each indicator is determined by Delphi Method and Analytic Hierarchy Process(AHP) Method.Subsequently,we used this system to evaluate the government portals of Tianjin Binhai New Area and Shanghai Pudong New Area and proved to have the desired practicability.展开更多
