Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmenta...Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management.展开更多
In order to explore the control effect of backfill mining on dynamic disasters under special geological mining conditions of overlying thick magmatic rock(TMR),a three-dimensional numerical model of a panel of one sid...In order to explore the control effect of backfill mining on dynamic disasters under special geological mining conditions of overlying thick magmatic rock(TMR),a three-dimensional numerical model of a panel of one side goaf in Yangliu coal mine with double-yield backfill material constitutive model was developed.The simulation results were then compared with field monitoring data.The dynamic disaster control effect of both caving and backfill mining was analyzed in three different aspects,i.e.,displacement field,stress field and energy field.The results show that in comparison to the full caving mining method,the bearing capacity of the goaf after backfilling was enhanced,the backfill mining can effectively reduce the stress and energy accumulated in the coal/rock body,and the backfill mining eliminates the further moving space of TMR and prevents its sudden rupture.Before TMR fracture,the subsidence displacement of TMR was reduced by 65.3%,the front abutment stress of panel decreased by 9.4%on average and the high energy concentration zone around panel was also significantly reduced.Overall,the results of this study provide deeper insights into the control of dynamic disasters by backfill mining in mines.展开更多

Metal mineral resources play an indispensable role in the development of the national economy.Dynamic disasters in underground metal mines seriously threaten mining safety,which are major scientific and technological ...Metal mineral resources play an indispensable role in the development of the national economy.Dynamic disasters in underground metal mines seriously threaten mining safety,which are major scientific and technological problems to be solved urgently.In this article,the occurrence status and grand challenges of some typical dynamic disasters involving roof falling,spalling,collapse,large deformation,rockburst,surface subsidence,and water inrush in metal mines in China are systematically presented,the characteristics of mining-induced dynamic disasters are analyzed,the examples of dynamic disasters occurring in some metal mines in China are summarized,the occurrence mechanism,monitoring and early warning methods,and prevention and control techniques of these disasters are highlighted,and some new opinions,suggestions,and solutions are proposed simultaneously.Moreover,some shortcomings in current disaster research are pointed out,and the direction of efforts to improve the prevention and control level of dynamic disasters in China’s metal mines in the future is prospected.The integration of forward-looking key innovative theories and technologies in the abovementioned aspects will greatly enhance the cognitive level of disaster prevention and mitigation in China’s metal mining industry and achieve a significant shift from passive disaster relief to active disaster prevention.展开更多

Agrometeorological disasters severely impact agriculture in Heilongjiang Province.Flood is one of the main agrometeorological disasters in Heilongjiang Province.The temporal change in flood events in Heilongjiang Prov...Agrometeorological disasters severely impact agriculture in Heilongjiang Province.Flood is one of the main agrometeorological disasters in Heilongjiang Province.The temporal change in flood events in Heilongjiang Province from 1986to 2015 was studied using Mann-Kendall and Morlet wavelet methods,respectively.The results of Mann-Kendall analysis showed that the disaster rates of flood gradually stabilized from 1986 to 2015 with a confidence level of 99%.The Morlet wavelet variance analysis revealed that disaster rates of flood changed periodically at time scales of 3a,7a and 18a in Heilongjiang Province during1986-2015.The dominant period of the variation of flood disaster rate was about 18a over the past 30 years.The flood disaster rates were indicated in a positive phase during the period of 2016-2020 by the fitting curve of Morlet wavelet analysis.The annual average flood disaster indexes of single station,during 1986-2015 years were calculated,according to the precipitation data at 31 stations in Heilongjiang Province and the GIS software was used to analyze the spatial change in flood disasters in Heilongjiang Province from1986-2015.The results demonstrated that the southwest area of Heilongjiang Province was highly hazardous region of flood.The flood indices in the northern part of Songnen Plain and southwest of Heilongjiang Province presented the increment trends.展开更多

The eastern coastal region with only 60 km width, 15 % area and 40% of population of China, has created about 60% of GDP and has become the most developed region. But marine disaster in China is frequent and serious. From statistical data, economy loss made by surge, billow, sea ice, tsunami, red tide, oil spill, coast erosion, bay deposit, sea water intrusion, sea level rise, land salinization, sea water pollution, etc. increase quickly. Economy loss per year is one billion in the l980s, 10 billion in the l990s, exceeded 20 billion in 1996, and 30 billion in 1997. About 80% of it happened in the coastal area. So, marine disaster at present has become obstacle of society progress and economy development in coastal area. To mitigate marine disaster has become need for the economy development, also important task of the integrated coastal zone management. An index of flood damage degree(FDD) used to evaluate the relative degree of disaster loss and divide flood and waterlogging area is suggested. The value of flood damage degree can be calculated as follows :taking the various disaster losses of sample area in a base year as standard value and computing the ratios of various disaster loss values in different areas and years to the standard flood disaster loss values, then summing up the weighted ratios. Utilizing the split Hopkinson pressure bar (SHPB) system, the dynamic ...This study investigates the instability characteristics of dynamic disasters resulting from disruption caused by extracting resources underground. Utilizing the split Hopkinson pressure bar (SHPB) system, the dynamic response mechanism of coal energy evolution is examined, and the energy instability criterion is established. The validity of the instability criterion is explored from the standpoint of damage progression. The results demonstrate that the energy conversion mechanism undergoes a fundamental alternation under impact disturbance. Moreover, the energy release rate as well as the energy dissipation rate undergo comparable changes across distinct levels of impact disturbance. The distinction between the energy release rate and the energy dissipation rate (DRD) increases as coal mass deformation grows. Prior to coal facing instability and failure, the DRD experienced an inflection point followed by a sharp decrease. In conjunction with the discussion on the damage evolution, the physical and mechanical significance of DRD remains clear, which can essentially describe the whole impact loading process. The phenomenon that the inflection point appears and DRD subsequently suddenly decreases can be employed as the energy criterion prior to the failure of instability. Furthermore, this paper provides significant reference for the prediction of dynamic instability of coal under dynamic disturbance.展开更多

文摘As a big agricultural country,the People’s Republic of China has experienced a series of natural disasters since its founding,such as the 1959–1961 Great Famine,the 1998 floods and the 2008 snowstorm.Here we present a dataset summarizing four categories of meteorological disasteraffected area at provincial level in China from 1949 to 2015:mildly-affected area,moderately-affected area,heavily-affected area,and total affected area.Based on crop-planting data and natural disaster data,grain losses are also evaluated by using a grain loss assessment model.The dataset plays an important role in the future prediction,prevention,and reduction of agrometeorological disasters.

文摘This study investigates the instability characteristics of dynamic disasters resulting from disruption caused by extracting resources underground. Utilizing the split Hopkinson pressure bar (SHPB) system, the dynamic response mechanism of coal energy evolution is examined, and the energy instability criterion is established. The validity of the instability criterion is explored from the standpoint of damage progression. The results demonstrate that the energy conversion mechanism undergoes a fundamental alternation under impact disturbance. Moreover, the energy release rate as well as the energy dissipation rate undergo comparable changes across distinct levels of impact disturbance. The distinction between the energy release rate and the energy dissipation rate (DRD) increases as coal mass deformation grows. Prior to coal facing instability and failure, the DRD experienced an inflection point followed by a sharp decrease. In conjunction with the discussion on the damage evolution, the physical and mechanical significance of DRD remains clear, which can essentially describe the whole impact loading process. The phenomenon that the inflection point appears and DRD subsequently suddenly decreases can be employed as the energy criterion prior to the failure of instability. Furthermore, this paper provides significant reference for the prediction of dynamic instability of coal under dynamic disturbance.
