土地产权明晰可赋予农户住房更多经济价值与收益,有利于盘活闲置农房。然而在现实情境中,农房盘活面临新的“产权悖论”:地权明晰虽能强化财产权,却也使多元主体关系趋于复杂,引发利益博弈,反而为农房盘活带来新的困境与挑战,亟需通过...土地产权明晰可赋予农户住房更多经济价值与收益,有利于盘活闲置农房。然而在现实情境中,农房盘活面临新的“产权悖论”:地权明晰虽能强化财产权,却也使多元主体关系趋于复杂,引发利益博弈,反而为农房盘活带来新的困境与挑战,亟需通过乡村治理现代化转型破解这一困境。基于对IAD(Institutional Analysis and Development)框架的情境化拓展,揭示了余江区农房盘活过程中乡村治理转型的内在机理,研究发现:围绕农房盘活相关改革,原有宗族社会逐渐形塑了一个能够良性互动的无边界组织,其将村民与“外来”多元主体间缺乏信任、互动不足的“弱关系”重塑为聚焦长期利益、持续产生良性互动的“强关系”,同时对宗族社会内部的“强关系”进行柔性治理。与宗族社会治理中基于熟人身份的信任不同,无边界组织下乡村主体关系呈现现代治理格局中的关系型信任与长期利益合作。关系型信任机制的建构能够回应多元主体的复杂需求及相互间的利益博弈,提升农村集体行动能力,从而构建多元主体共建共治共享的治理格局,推动乡村治理转型,进而促进农房盘活。这一关系型信任机制的建构过程不仅揭示了农房盘活中突破“产权悖论”的行动逻辑,也为理解农房盘活与乡村治理转型的复杂关联、化解“公地悲剧”与农房盘活困境提供了新的理论解构与实践策略。展开更多
