DEA is a nonparametric method used in operation researches and economics fields for the evaluation of the production frontier. It has distinct intrinsic which is worth coping with assessment problems with multiple inputs in particular with multiple outputs. This paper used D~ C2 R model of DEA to assess the comparative efficiency of the multiple schemes of agricultural industrial structure, at the end we chose the most favorable also known as "OPTIMAL" scheme. In addition to this, using some functional insights from DEA model non optimal schemes or less optimal schemes had also been improved to some extent. Assessment and selection of optimal schemes of agricultural industrial structure using DEA model gave a greater and better insight of agricultural industrial structure and was the first of such researches in Pakistan. 展开更多

This paper used the modern evaluation method of DEA (Data Envelopment Analysis) to assess the comparative efficiency and then on the basis of this among multiple schemes chose the optimal scheme of agricultural production structure adjustment. Based on the results of DEA model, we dissected scale advantages of each discretionary scheme or plan. We examined scale advantages of each discretionary scheme, tested profoundly a definitive purpose behind not-DEA efficient, which elucidated the system and methodology to enhance these discretionary plans. At the end, another method had been proposed to rank and select the optimal scheme. Green (organic) trade barrier gradually attracts more attention to the non-tariff barrier in the international trade. However, according to the economic levels of different countries, great differences exist in environment standards of these countries which resulted in the appearance of green trade barriers as trade protection. This study classified the connotations and characteristics of green trade barrier, gave the descriptions on the development and type of green trade barrier, and analysed the influences on China's export and put forward some countermeasures which aimed at stimulating the development of our foreign trade. 展开更多

Although the agriculture in Heilongjiang Province has develope poor historical basis and differences between rural and urban institutional fa d ct effectively in recent years, due to issues such as ors, the backward of the agricultural fundamental infrastructure is always the major obstacle in rural economic development of Heilongjiang Province, which prevents the advantage of agricultural production from being fully developed, leading to the increase rate of the grain yield to grow slowly. The backward reflects in the following aspects, the serious aging of water facilities, insufficient agricultural machinery and equipment, low leve of rural roads, lacking of research equipment, shortage of ecological protection facilities, and so on. Based on the latcr data of Heilongjiang Province, this paper analyzed the connection between agricultural fundamental infrastructure and grain yield by using the gray connected model, differentiated primary rural fundamental infrastructure from the secondary one, and provided some suggestions to develop rural areas 展开更多

Spatial and Temporal Variation in Water Productivity and Grain Water Utilization Assessment of Heilongjiang Province,Northeast China

Improving crop water productivity is necessary for ensuring food security. To quantify the water utilization in grain production from multiple perspectives, gross inflow water productivity(WPg), generalized agricultural water productivity(WPa), evapotranspiration water productivity(WPET) and irrigation water productivity(WPI) were examined in this study. This paper calculated and analyzed the temporal and spatial variation in these water productivity(WP) indices in the irrigated land of Heilongjiang Province. The results showed that almost all of the municipal WP indices increased from 2007 to 2015. The four indices showed large differences in scientific connotation and numerical performance, and their degrees of spatial variation were ranked as WPI>WPa>WPg>WPET. The spatial patterns of WP indices in different years were similar; the central and southern regions on the Songnen Plain and the eastern region had high WP values, while those of the northern region were low. Each WP index was used to evaluate the relationship between the input of water resources and the output of grain between different regions. Most cities had the potential to improve WP by reducing the input of irrigation water. Furthermore, the results provided recommendations to decision makers to plan for efficient use of water resources in different cities. 展开更多

Measurement of Grain Production Efficiency in Main Grain-producing Areas and Analysis of Inter-provincial Differences--A Study Based on Super-SBM Model and Malmquist Index

China's food security mainly depends on the core areas of food production.Under the dual constraints of resource scarcity and environmental degradation,improving the grain production efficiency of the main grain-producing areas has become the fundamental way to strengthen the grain production capacity and improve the national food security capability,and to improve the efficiency of grain production in major grain-producing areas requires empirical support.This paper used the Super SBM model and the Malmquist index to measure the grain production efficiency of the main grain-producing areas from 2001 to 2020 from both static and dynamic perspectives,and compared the differences in grain production efficiency among different soil types and different provinces(autonomous regions)in the main grain-producing areas.The results showed that from 2001 to 2020,the grain production in the main grain-producing areas was in a relatively ineffective state,and the differences in grain production efficiency among different soil types and different provinces(autonomous regions)in the main grain-producing areas were obvious.The order of grain production efficiency in different soil types was black soil region>red-yellow soil region>paddy soil region>fluvo-aquic soil region,and the order of grain production efficiency of the provinces(autonomous regions)in the main grain-producing areas was Jilin>Heilongjiang>Inner Mongolia>Jiangxi>Hunan>Sichuan>Hubei>Jiangsu>Liaoning>Henan>Anhui>Shandong>Hebei.From 2001 to 2020,the total factor productivity of grain in the main grain-producing areas increased,but due to the trade-off between the technological progress and the growth of technical efficiency,the increase in the total factor productivity of grain in the main grain-producing areas was small,and the growth mainly came from the increase of input factors in this period.The total factor productivity of grain in Hebei,Heilongjiang,Liaoning,Jilin,Inner Mongolia,Shandong,Jiangsu,Henan and Anhui increased,but the increase was small,while the total factor productivity of grain in Jiangxi,Sichuan,Hunan and Hubei provinces declined. 展开更多

In order to promote agricultural production and trade cooperation among BRICS countries,and ensure the security and stability of the oils and oilseeds industrial and supply chains in China and the world,the production,consumption,trade trend,and cooperation potential of oils and oilseeds in BRICS countries were expounded,and relevant policy recommendations were put forward.Most of the BRICS countries are major agricultural producers,and they are also important agricultural product consumption markets in the world.In 2023/2024,the production and consumption of oilseeds in BRICS countries account for nearly half of the world's total;the production of vegetable oils exceeds a quarter of the world's total,and the consumption of vegetable oils accounts for 40%of the world's total.In 2023/2024,the import and export volume of oilseeds exceeds half of the world's total;vegetable oil imports account for 40%of the world's total,and exports account for about one tenth of the world's total.China's imports of oilseeds and oils from BRICS countries account for 68%and 29%of its global imports in 2023,respectively.BRICS countries are rich in agricultural land resources,have great potential for oils and oilseeds production,obvious complementary advantages in trade structure,and huge space for future cooperation.It is suggested that Brazil should be included in the"Belt and Road"co-construction category to promote the continuous deepening of agricultural cooperation between China and Brazil.It is suggested to explore regional agricultural trade agreements among BRICS countries,promote currency settlement and exchange among BRICS countries,and enhance the facilitation and stability of BRICS trade.It is suggested that China should increase its investment in BRICS countries and export advanced technology and management experience to benefit local agricultural development and achieve a mutually beneficial and win-win situation. 展开更多

农产品流通效率事关我国粮食安全和全国统一大市场的建成。运用熵值法测度了2011—2022年我国31个省级行政区的农产品流通效率,并使用Moran’s I、Kernel核密度估计、Markov链、Dagum基尼系数和β收敛模型分别分析了我国农产品流通效率... 农产品流通效率事关我国粮食安全和全国统一大市场的建成。运用熵值法测度了2011—2022年我国31个省级行政区的农产品流通效率,并使用Moran’s I、Kernel核密度估计、Markov链、Dagum基尼系数和β收敛模型分别分析了我国农产品流通效率的时空演变、地区差异与收敛性情况。结果显示:研究期内我国农产品流通效率存在显著正向空间相关性,“高—高”集聚和“低—低”集聚特征明显;核密度曲线宽度变大呈现右拖尾和高度差明显的双峰形态,表明农产品流通效率逐渐提升,地区内部存在极化趋势;相邻省区市空间滞后水平对本省区市农产品流通效率维持原有状态或向更高水平发展均有较大影响;地区间差异是造成农产品流通效率总体差异显著的主要原因;农产品流通效率存在显著绝对β收敛和条件β收敛。据此,对如何提高农产品流通效率和缩小地区间差距提出了相关政策建议。 展开更多

农业机械化水平是农业现代化的重要标志。为了实现原粮收储产业链的现代化、保障粮食数量和粮食安全,新型农业经营主体需要在政府的支持下打造原粮收储供应链集成服务体系,进而提升原粮收储供应链各环节的农机现代化水平和现代农机的配... 农业机械化水平是农业现代化的重要标志。为了实现原粮收储产业链的现代化、保障粮食数量和粮食安全,新型农业经营主体需要在政府的支持下打造原粮收储供应链集成服务体系,进而提升原粮收储供应链各环节的农机现代化水平和现代农机的配套水平。为此,首先通过问卷调查,得出东北三省主产区新型农业经营主体的基本特征、在原粮收储供应链各环节使用现代农机的水平,以及进行托管服务的特征;其次,明确瓶颈问题,包括收储环节的现代农机应用水平整体偏低、原粮收储产业链上全程机械化与收储销售环节现代机械的优化配置,以及新型农业经营主体以现代农机服务于原粮收储产业链的积极性不高等问题。最后,一是提出了农机水平提升的选型配套智能推荐策略,特点是通过构建农机配套选型数据库,利用深度学习算法组合,更加科学地推荐符合经济和生态效益的农机选型配套组合;二是提出了政府保障新型农业经营主体以现代农机服务于原粮收储产业链的利益补偿机制,包括运用专项补助、转移支付等形式支持村集体经济组织领办合作社、企业型家庭农场等,以实现土地规模化与农机队伍规范化;三是通过以奖代补激励新型农业经营主体贯彻收储供应链各环节现代农机的配套标准等。 展开更多

围绕低空经济赋能农业新质生产力的具体应用展开探讨,系统归纳低空经济赋能农业新质生产力发展过程中面临的主要障碍,并深入探究其实践进路。结果表明,农业新质生产力是新质生产力共性特征与农业领域独特属性的深度融合与有机统一,发展... 围绕低空经济赋能农业新质生产力的具体应用展开探讨,系统归纳低空经济赋能农业新质生产力发展过程中面临的主要障碍,并深入探究其实践进路。结果表明,农业新质生产力是新质生产力共性特征与农业领域独特属性的深度融合与有机统一,发展农业新质生产力有利于推动农业向现代化、智能化方向迈进。当前,低空经济凭借其高科技、高效能、高质量的显著特性,正成为发展农业新质生产力、加速农业农村现代化进程的新引擎。然而,在实践中,低空经济赋能农业新质生产力发展仍面临人才供给不足、基础设施薄弱、空域支持力度有限等现实问题。据此,从生产力三要素视角出发,建议建立健全相关人才培养体系,加大资金投入和政策支持力度以充实劳动者队伍,加强软硬件设施建设以优化劳动资料配置,同时提升低空空域管理水平,扩大低空空域开放程度以改善劳动条件,进而全面提升农业新质生产力发展水平。 展开更多
