This paper clarifies this misconception. It shows that the inherent ISO 9000 systems are in fact flexible that permit their application to small companies, regardless of the type of trade disciplines. In addition, it shows some of the pitfalls that certification assessors and quality management consultants should watch out for.展开更多

Engineering quality, quality management system components, and their relationship were defined. An integrated engineering quality system was decomposed into seven factors and the quality management system was composed of eight factors. Importance weights of all factors and their relationship point were acquired by questionnaires and interviews. Then, QFD matrix was formulated and the calculating process was proposed. This model was verified on a case study. The result shows that it is useful for contractor in benchmarking themselves and invaluable for owners in the process of deciding contractor.展开更多

In Hong Kong, the ISO 9000 certification has been widely adopted and extended to service industries for the sole purpose of enhancing corporate image. However, complaints have been voiced by many certified organizations about increasing paperwork, non direct labour and excessive resources channelled into non core business. This paper is to propound the integrated management system, a single management system focusing on business purpose yet being flexible enough to integrate the requirements of various management standards such as the ISO 9000, ISO 14000 and future ISO 18000. This paper describes how the proposed system could be implemented to achieve the desired business results.展开更多

Mere capitalization on the cheap availability of labour and land in the China's Mainland for competitiveness is no longer viable because of the emergence of new competitors in particular those in Asia countries. TQM aiming for continuous improvements is the key for profitability growth and long run competitiveness. Over emphasis in the “hardware” for quality improvement without the complementation of it with the cultivation of the “software” for its implementation will not only delay the real implementation of real TQM but may also result in catastrophic failure of the organization in the face of rapid changes in demand and expectations of customers. An organizational culture for quality improvement through management empowerment is believed to be fruitful in helping the Hong Kong manufacturers to win the uphill battle for their well being and even survival in the world competition.展开更多

It focuses on understanding the customer′s (both management and employees) requirements for the PAS in order to prioritize and simplify the basic elements of the appraisal system and implementation process. The improved process is defined by performance planning, counseling and evaluation with assessments for individual, team and management contributions. In addition, reducing the rating scale to three categories should facilitate a very positive evaluation process for most employees and still allow a constructive focus on those individuals that must be improved. Finally, if people come first in the TQM organization, then the personnel systems must reflect this philosophy.展开更多

This is because Hong Kong is at the interface of Eastern and Western culture, and modern quality management philosophies are at first imported from the West and implanted into the Hong Kong Subsidiaries of American and European controlled companies. Local experience in quality management is usually obtained via trial and error, and through progressive modifications. The influence of Chinese culture on quality management in Hong Kong has formed the main subject of this study. This study is to initiate the interest to develop modern quality management concepts based on Chinese culture. Some initial results suggest that Hong Kong managers have great interest in applying Chinese working principle to quality management.展开更多

A model for assessment of quality management performance of coal preparation plant is established on the ground of quality cost. By using of CIMS integration environment the strategy to carry out the model and the application example are also offered. It provides a new and feasible way to assess performance quality management of coal preparation plant.展开更多

It constructs and manages pro perty on a massive scale. In 1989, the housing authority makes the decision that by 1993, its construction project management arm, and all construction companies working for the Housing Authority would be certified to the ISO 9000 standard. This decision is to have a profound and lasting impact on the construction industry in Hong Kong. In 1996, a management enhancement programme is launched. Targeting all 15 000 staff in the housing department, the programme aims at changing the culture of the organization and its partners in delivering high calibre services to customers. This paper examines the motivation and reasons behind the initiatives. It outlines the approach and framework used as the authority changes the mindset of a large department of the civil service.展开更多

It shows that errors in production process and degradation in the jewellery pro duct quality in the (complex) transition from hand crafted silver model making to mass production are largely due to the ignorance of the importance of design——craftsmanship in production process. In fact, the design can be employed to solve the problems of the quality degradation or even as a tool to prevent error in the stages of product design, development and production. In testing this hypo thesis, production processes (from designing, model making, casting, polishing, buffing to texturing) are all examined in order to identify the root causes of product quality degradation in mass production. After the analysis, the concept of “integrated craftsmanship” is proposed to assist integration of traditional goldsmith′s and je wellery designers′ techniques in jewellery designing and making, and to change the attitudes to quality control in mass production systems. Finally, the model of “integra ted design craftsmanship” as a comprehensive design conceptual and quality organizational tool is formulated for managing and improving product quality.展开更多

Quality strategies, policies and goals focusing on customers′ needs are clearly established. Continuous quality improvement has been adopted as the corporate strategy to improve its performance and competitive edge. This paper presents the successful implementation of a quality improvement project using the work study approach. On the completion of the project, the rate of serious defects which may lead to an accident is reduced by 55%, i.e., from 2% ̄0.9% over a period of two years. A total of HK$ 1.1 million spent on the project is justified when compared with the reduction of financial risks involved. The success of the project demonstrates that the work study approach could be an effective tool for improving the performance of maintenance work.展开更多

The IOC grants recognition of laboratories and tasting panels in annual trials when they meet the conditions given in the decisions adopting the IOC certificate for laboratories for the physico–chemical testing of olive oil and laboratories for the sensory analysis of virgin olive oils. The IOC establishes analysis methods applying to olive oils and olive pomace oils for purity, quality and organoleptic assessment. The IOC elaborates guides of storage conditions for olive oils and olive pomace oils, of managing virgin olive oil tasting panels and of sensory testing laboratories. In future works, the IOC includes activities to identify analytical criteria for detecting fraud and guaranteeing the quality of olive oils and olive pomace oils.展开更多

文摘This paper proposes an improved performance appraisal system (PAS) that is based on the philosophy of total quality management(TQM).
