At present, in the supervision process of Chinese government, the phenomenon of strict approval and slack supervision still exists in some local governments. And the dynamic supervision mechanism and supervision restriction mechanism of some local governments are still not perfect. These problems directly lead to"regulatory vacuum"and service absence and other circumstances. The existence of these circumstances will block the process of China's administrative examination and approval system reform. As a result to explore how to promote government supervision innovation and optimize government services is the first important thing, and then to create conditions for the rapid, stable and orderly progress of the administrative examination,what's more to approval system reform.Based on this thesis, the author realizes legal supervision, implement informatization supervision.It not only has increased normalized supervision, improve the administrative examination and approval all-round supervision mechanism, but also established the third party assessment normalization mechanism, and optimize the administrative examination and approval policy advocacy mechanism as well.展开更多
This paper investigates the feedback control of hidden Markov process(HMP) in the face of loss of some observation processes.The control action facilitates or impedes some particular transitions from an inferred cur...This paper investigates the feedback control of hidden Markov process(HMP) in the face of loss of some observation processes.The control action facilitates or impedes some particular transitions from an inferred current state in the attempt to maximize the probability that the HMP is driven to a desirable absorbing state.This control problem is motivated by the need for judicious resource allocation to win an air operation involving two opposing forces.The effectiveness of a receding horizon control scheme based on the inferred discrete state is examined.Tolerance to loss of sensors that help determine the state of the air operation is achieved through a decentralized scheme that estimates a continuous state from measurements of linear models with additive noise.The discrete state of the HMP is identified using three well-known detection schemes.The sub-optimal control policy based on the detected state is implemented on-line in a closed-loop,where the air operation is simulated as a stochastic process with SimEvents,and the measurement process is simulated for a range of single sensor loss rates.展开更多

The design is based on the universal approximation capability of the Takagi - Seguno (T-S) fuzzy systems. Motivated by the principle of certainty equivalenteontrol, a decentralized adaptive controller is designed to achieve the tracking objective without computafion of the T-S fuzz ymodel. The approach does not require the upper bound of the uncertainty term to be known through some adaptive estimation. By theoretical analysis, the closed-loop fuzzy control system is proven to be globally stable in the sense that all signalsinvolved are bounded, with tracking errors converging to zero. The output feedback and adaptation mechanisms are both robust and implementable indeed owing to their freedom from the unavailable observation error vector. All the signals of the closed-loop largescale system are guaranteed to stay uniformly bounded and the output errors take on H∞ tracking performance. Different from the decentralized control strategy in multi-manipulator cooperation, the proposed decentralized position/force control scheme can be applied to series constrained reconfigurable manipulators. By multiplying each row of Jacobian matrix in the dynamics by contact force vector, the converted joint torque is obtained. Furthermore, using desired information of other joints instead of their actual values, the dynamics can be represented as a set of interconnected subsystems by model decomposition technique. An adaptive neural network controller is introduced to approximate the unknown dynamics of subsystem. The interconnection and the whole error term are removed by employing an adaptive sliding mode term. And then, the Lyapunov stability theory guarantees the stability of the closed-loop system. Finally, two reconfigurable manipulators with different configurations are employed to show the effectiveness of the proposed decentralized position/force control scheme.展开更多

A general method, which is modeled the backlash-like hysteresis, is proposed and removes the assumption that the boundedness of disturbance, and the slope of the backlash-like hystersis are known constants. Furthermore, the interconnection term is supposed to be pth-order polynomial in time-delayed states. In addition, the plant dynamic uncertainty and modeling errors are adaptively compensated by adjusting the parameters and gains on-line for each subsystems. The approach removes the conditions that the dead-zone slopes and boundaries are equal and symmetric, respectively. In addition, it does not require that the assumptions that all parameters of the nonlinear dead-zone model and the lumped uncertainty are known constants. The adaptive compensation terms of the approximation errors axe adopted to minimize the influence of modeling errors and parameter estimation errors. By theoretical analysis, the closed-loop control system is proved to be semiglobally uniformly ultimately bounded, with tracking errors converging to zero. A robust decentralized H∞ control problem for uncertain multi-channel systems is considered. The uncertainties are assumed to be time-invariant, norm-bounded, and exist in both the system and control input matrices. ...A robust decentralized H∞ control problem for uncertain multi-channel systems is considered. The uncertainties are assumed to be time-invariant, norm-bounded, and exist in both the system and control input matrices. The dynamic output feedback is mainly dealt with. A necessary and sufficient condition for the uncertain multi-channel system to be stabilized robustly with a specified disturbance attenuation level is derived based on the bounded real lemma, which is reduced to a feasibility problem of a nonlinear matrix inequality (NMI). A two-stage homotopy method is used to solve the NMI iteratively. First, a decentralized controller for the nominal system with no uncertainty is computed by imposing structural constraints on the coefficient matrices of the controller gradually. Then the decentralized controller is modified, again gradually, to cope with the uncertainties. On each stage, a variable is fixed alternately at the iterations to reduce the NMI to a linear matrix inequality (LMI). A given example shows the efficiency of this method.展开更多
A fast global convergence algorithm, small-world optimization (SWO), was designed to solve the global optimization problems, which was inspired from small-world theory and six degrees of separation principle in sociol...A fast global convergence algorithm, small-world optimization (SWO), was designed to solve the global optimization problems, which was inspired from small-world theory and six degrees of separation principle in sociology. Firstly, the solution space was organized into a small-world network model based on social relationship network. Secondly, a simple search strategy was adopted to navigate into this network in order to realize the optimization. In SWO, the two operators for searching the short-range contacts and long-range contacts in small-world network were corresponding to the exploitation and exploration, which have been revealed as the common features in many intelligent algorithms. The proposed algorithm was validated via popular benchmark functions and engineering problems. And also the impacts of parameters were studied. The simulation results indicate that because of the small-world theory, it is suitable for heuristic methods to search targets efficiently in this constructed small-world network model. It is not easy for each test mail to fall into a local trap by shifting into two mapping spaces in order to accelerate the convergence speed. Compared with some classical algorithms, SWO is inherited with optimal features and outstanding in convergence speed. Thus, the algorithm can be considered as a good alternative to solve global optimization problems.展开更多

The factors, such as external interference, result in satellite information interaction delays, which is unable to ensure the integrity and timeliness of the information on decision making for satellites. And the optimization of the planning result is affected. Therefore, the effect of communication delay is considered during the multi-satel ite coordinating process. For this problem, firstly, a distributed cooperative optimization problem for multiple satellites in the delayed communication environment is formulized. Secondly, based on both the analysis of the temporal sequence of tasks in a single satellite and the dynamically decoupled characteristics of the multi-satellite system, the environment information of multi-satellite distributed cooperative optimization is constructed on the basis of the directed acyclic graph(DAG). Then, both a cooperative optimization decision making framework and a model are built according to the decentralized partial observable Markov decision process(DEC-POMDP). After that, a satellite coordinating strategy aimed at different conditions of communication delay is mainly analyzed, and a unified processing strategy on communication delay is designed. An approximate cooperative optimization algorithm based on simulated annealing is proposed. Finally, the effectiveness and robustness of the method presented in this paper are verified via the simulation.展开更多

In addition, the plant dynamic uncertainty and modeling errors are adaptively compensated by adjusting the parameters and gains on-line for each subsystems. By theoretical analysis, it is shown that the closed-loop fuzzy control systems are globally stable, with tracking error converging to zero. Simulation results demonstrate the effectiveness of the approach.

文摘The problem of adaptive fuzzy control for a class of large-scale, time-delayed systems with unknown nonlinear dead-zone is discussed here. Based on the principle of variable structure control, a design scheme of adaptive, decentralized, variable structure control is proposed. The approach removes the conditions that the dead-zone slopes and boundaries are equal and symmetric, respectively. In addition, it does not require that the assumptions that all parameters of the nonlinear dead-zone model and the lumped uncertainty are known constants. The adaptive compensation terms of the approximation errors axe adopted to minimize the influence of modeling errors and parameter estimation errors. By theoretical analysis, the closed-loop control system is proved to be semiglobally uniformly ultimately bounded, with tracking errors converging to zero. Simulation results demonstrate the effectiveness of the approach.

文摘A robust decentralized H∞ control problem for uncertain multi-channel systems is considered. The uncertainties are assumed to be time-invariant, norm-bounded, and exist in both the system and control input matrices. The dynamic output feedback is mainly dealt with. A necessary and sufficient condition for the uncertain multi-channel system to be stabilized robustly with a specified disturbance attenuation level is derived based on the bounded real lemma, which is reduced to a feasibility problem of a nonlinear matrix inequality (NMI). A two-stage homotopy method is used to solve the NMI iteratively. First, a decentralized controller for the nominal system with no uncertainty is computed by imposing structural constraints on the coefficient matrices of the controller gradually. Then the decentralized controller is modified, again gradually, to cope with the uncertainties. On each stage, a variable is fixed alternately at the iterations to reduce the NMI to a linear matrix inequality (LMI). A given example shows the efficiency of this method.

文摘A fast global convergence algorithm, small-world optimization (SWO), was designed to solve the global optimization problems, which was inspired from small-world theory and six degrees of separation principle in sociology. Firstly, the solution space was organized into a small-world network model based on social relationship network. Secondly, a simple search strategy was adopted to navigate into this network in order to realize the optimization. In SWO, the two operators for searching the short-range contacts and long-range contacts in small-world network were corresponding to the exploitation and exploration, which have been revealed as the common features in many intelligent algorithms. The proposed algorithm was validated via popular benchmark functions and engineering problems. And also the impacts of parameters were studied. The simulation results indicate that because of the small-world theory, it is suitable for heuristic methods to search targets efficiently in this constructed small-world network model. It is not easy for each test mail to fall into a local trap by shifting into two mapping spaces in order to accelerate the convergence speed. Compared with some classical algorithms, SWO is inherited with optimal features and outstanding in convergence speed. Thus, the algorithm can be considered as a good alternative to solve global optimization problems.

文摘Decentralized robust stabilization problem of discrete-time fuzzy large-scale systems with parametric uncertainties is considered. This uncertain fuzzy large-scale system consists of N interconnected T-S fuzzy subsystems, and the parametric uncertainties are unknown but norm-bounded. Based on Lyapunov stability theory and decentralized control theory of large-scale system, the design schema of decentralized parallel distributed compensation (DPDC) fuzzy controllers to ensure the asymptotic stability of the whole fuzzy large-scale system is proposed. The existence conditions for these controllers take the forms of LMIs. Finally a numerical simulation example is given to show the utility of the method proposed.

文摘This paper focuses on the problem of non-fragile decentralized guaranteed cost control for uncertain neutral large-scale interconnected systems with time-varying delays in state,control input and interconnections.A novel scheme,viewing the interconnections with time-varying delays as effective information but not disturbances,is developed.Based on Lyapunov stability theory,using various techniques of decomposing and magnifying matrices,a design method of the non-fragile decentralized guaranteed cost controller for unperturbed neutral large-scale interconnected systems is proposed and the guaranteed cost is presented.The further results are derived for the uncertain case from the criterion of unperturbed neutral large-scale interconnected systems.Finally,an illustrative example shows that the results are significantly better than the existing results in the literatures.

文摘Multiple earth observing satellites need to communicate with each other to observe plenty of targets on the Earth together. The factors, such as external interference, result in satellite information interaction delays, which is unable to ensure the integrity and timeliness of the information on decision making for satellites. And the optimization of the planning result is affected. Therefore, the effect of communication delay is considered during the multi-satel ite coordinating process. For this problem, firstly, a distributed cooperative optimization problem for multiple satellites in the delayed communication environment is formulized. Secondly, based on both the analysis of the temporal sequence of tasks in a single satellite and the dynamically decoupled characteristics of the multi-satellite system, the environment information of multi-satellite distributed cooperative optimization is constructed on the basis of the directed acyclic graph(DAG). Then, both a cooperative optimization decision making framework and a model are built according to the decentralized partial observable Markov decision process(DEC-POMDP). After that, a satellite coordinating strategy aimed at different conditions of communication delay is mainly analyzed, and a unified processing strategy on communication delay is designed. An approximate cooperative optimization algorithm based on simulated annealing is proposed. Finally, the effectiveness and robustness of the method presented in this paper are verified via the simulation.
