“Stabilization” and “Development” of Promoting Service Ability of Vocational Education in New Era——Based on Analysis of“National Plan for Implementation of Vocational Education Reform”

摘要职业教育是与经济社会发展联系最紧密的一种教育类型,必须提升服务能力,走产教融合、校企合作的发展道路。职业教育服务能力是衡量职业教育现代化的重要指标,这与职业教育本质属性、职业教育政策贯彻遵循的原则和'有为有位'实践发展的内在要求紧密联系。2019年1月24日,国务院印发《国家职业教育改革实施方案》,将职业教育放在教育改革创新和经济社会发展中更加突出的位置,并对职业教育服务能力提升的坚守与创新提出要求。通过对《实施方案》的深入学习,体会到职业教育服务的目标、范围和路径上应坚持'服务需求、服务区域,走校企合作之路';职业教育服务内容要扩展到中小学劳动教育和职业启蒙教育,服务功能更加强化培训,服务对象扩大到军人和农民。 Technical and Vocational Education and Training(TVET)is a type of education which is most closely related to economic and social development.Therefore,TVET must serve economic and social development,and take the road of integration of industry and education and cooperation between schools and enterprises.The service ability of TVET is an important index to measure the modernization of TVET,which is closely related to the essential attributes of vocational education,the principles followed by the implementation of vocational education policies and the inherent requirements of the development of the'promising and positioned'practice.On January 24,2019,the State Council issued the National Plan for Implementation of Vocational Education Reform,in which vocational education is put in a more prominent position in the educational reform and innovation as well as the economic and social development,moreover,the requirements for the upgrade and innovation of vocational education service capacity are put forward.Based on the analysis of'National Plan for Implementation of Vocational Education Reform',it is recognized that the goal,scope and path served by vocational education should adhere to the principle of'serving demand,serving area and taking school-enterprise cooperation mode';the service content of TVET has been extended to primary and secondary schools,which has strengthened the service function of'training',and the service object of TVET has been extended to servicemen and peasants.
