摘要
深入推进数字中国建设,人工智能是重要引擎,必须全面实施“人工智能+”行动。人工智能与乡村建设的深度融合,赋能数字乡村建设中产业链条、文化生活、公共服务、资源配置、绿色可持续发展、治理效能等多维价值实现。然而,在具体实践中仍面临数据治理失序、技术适配不足、人才供需失衡、社会接受度偏低等现实挑战。为此,应夯实人才和技术基础,破解“落地难”瓶颈;深化产业和生活场景应用,激活内生发展动能;健全人工智能治理和服务机制,提升乡村善治水平;强化安全和韧性支撑,守牢可持续发展底线。
Deepening the construction of Digital China necessitates artificial intelligence(AI)as the core engine,mandating the comprehensive implementation of the"AI+"initiative.The deep integration of AI with rural development empowers the realization of multidimensional value in digital rural construction,encompassing industrial chains,cultural life,public services,resource allocation,green and sustainable development,and governance efficacy.However,concrete practices still confront practical challenges including disorderly data governance,insufficient technological adaptation,imbalance in talent supply and demand,and low social acceptance.To address these,efforts should focus on:consolidating the talent and technological foundations to overcome the bottleneck of"difficult implementation";deepening the application of AI in industrial and daily life scenarios to activate endogenous development momentum;improving AI governance and service mechanisms to enhance the level of sound rural governance;and strengthening security and resilience support to fortify the foundation for sustainable development.
