特种气体生产企业安全管理制度执行力影响因素及提升路径

Influencing Factors and Improvement Paths for the Implementation of Safety Management Systems in Specialty Gas Manufacturers

摘要特种气体生产企业的产品多具有易燃易爆、剧毒、强腐蚀等危险特性,有效执行安全管理制度是防范重特大事故的核心保障。基于格瑞斯特定理与三维执行力模型,结合特种气体行业生产特点,从制度本身、执行主体、保障机制、安全文化四个维度,系统性地识别安全管理制度执行力的关键影响因素,包括制度适配性不足、责任传导衰减、培训实效性欠缺、监督考核弱化等核心问题。针对这些因素,提出“责任穿透化、能力场景化、保障精准化、文化全员化”的四维提升路径,为特种气体生产企业强化安全管理实效、降低事故发生率提供实操性参考。 The products of specialty gas manufacturers often possess hazardous properties such as flammability,explosiveness,high toxicity,and strong corrosiveness.The effective implementation of safety management system is the core guarantee of preventing serious and major accidents.Based on the Grasshopper's Law and the three-dimensional model of execution,this article,combined with the production characteristics of the specialty gas,systematically identifies the key influenc-ing factors of the execution of safety management system from four dimensions:the system itself,the executing subject,the guarantee mechanism and safety culture,including the core such as insufficient institutional fit,attenuation of responsibility transmission,lack of training effectiveness,and weak supervision and assessment.In view of these factors,this article proposes a four-dimensional path of"transparent responsibility,scenario capacity,precise guarantee and all-staff culture",which provides practical reference for specialty gas manufactures to strengthen the effectiveness of safety management and the accident rate.
