摘要
承德市生态产品价值实现关系到京津冀生态安全,承德市在生态产品价值核算、生态补偿、碳汇交易、生态产业化发展等方面都取得了一定成效,但面临生态产品价值核算标准化不能达到区域间互认、生态补偿标准难以满足承德市为生态环境做出的经济发展机会牺牲与生态保护成本、生态产业化经济效益较低、生态产品品牌化发展效应较低等问题,从标准化、多方主体参与的机制建设等方面提出对策建议。
The realization of ecological product value in Chengde City is related to the ecological security of the Beijing-Tianjin-Hebei region.Chengde City has achieved certain results in ecological product value accounting,ecological compensation,carbon sink trading,and ecological industry development.However,it faces problems such as the failure to achieve nter-regional mutual recognition of standardized ecological product value accounting,ecological compensation standards that cannot match the economic development opportunities sacrificed and ecological protection costs incurred by Chengde City for ecological environment protection,low economic benefits of ecological industrialization,and weak development effects of ecological product branding.Countermeasures and suggestions are put forward from aspects including standardization and the construction of a multi-stakeholder participation mechanism.
