高等教育投资能否转化为科技人才集聚动能:机制识别与空间溢出

Higher Education Investment as a Driving Force for Technology Talent Agglomeration:Identifying Mechanisms and Spatial Spillovers

摘要基于2012—2021年的省级面板数据,实证探究高等教育投资对科技人才集聚的影响机制。结果表明:高等教育投资能够赋能科技人才集聚,并通过改善区域创新环境发挥中介作用;该赋能效果存在边际效益递增的门槛效应和惠及邻近地区的空间溢出效应;从资源类型来看,物质资本投资对科技人才集聚的赋能作用较强,人力资本与经济资本的贡献较弱;从地理区位来看,东部地区高等教育投资对科技人才集聚的赋能作用最为显著,中西部地区则是发展痛点。据此,应推动教育链与创新链深度融合,以高校为关键节点铺设吸附科技人才的创新网络;科学谋划资源类型长效调整机制,加速突破投资规模边际效益门槛;树立科技人才空间关联意识,以区域协同发展为抓手充分激活高等教育投资动能。 This study investigates the mechanisms and spatial spillover effects of higher education investment on the agglomeration of scientific and technological talent,using provincial panel data from China(20122021).The results indicate that higher education investment significantly promotes talent agglomeration,primarily by enhancing the regional innovation environment,which acts as a key mediator.Furthermore,this promotional effect exhibits a threshold characteristic with increasing marginal returns and generates positive spatial spillovers to neighboring regions.While physical capital investment strongly drives talent agglomeration,the contributions of human and economic capital are comparatively weaker.Regionally,the effect is most pronounced in eastern China,whereas it remains a developmental challenge in the central and western regions.Based on these findings,we propose an integrated policy framework:deeply aligning the educational chain with the innovation chain;constructing university centered innovation networks to attract talent;scientifically planning long term resource allocation to accelerate the crossing of investment scale thresholds;and fostering inter regional coordination awareness to fully activate the spillover momentum of higher education investment through synergistic development.
