摘要
党建引领基层高效能治理是新时代基层治理的显著特征和独特优势。它的基本要求是把党的领导贯穿基层治理全过程,鲜明本质是将党的领导优势转化为基层治理效能,主要途径是发挥基层党组织的战斗堡垒作用,现实观照是化解基层治理难题,关键作用是巩固党的执政根基,价值指归是实现人民当家作主。党建引领基层高效能治理的内在逻辑在于,党建引领契合基层高效能治理的人民性、系统性、战略性、协同性、结果导向性和过程合法性要求。进一步推进党建引领基层高效能治理,应以政治引领为根本,全面提升党建引领基层高效能治理的广度、深度和力度。
Party building leading high-efficiency grassroots governance is a distinctive feature and unique advantage of grassroots governance in the new era.The fundamental requirement is to integrate Party leadership throughout the entire process of grassroots governance.The essence lies in transforming the strengths of Party leadership into the effectiveness of grassroots governance.The primary approach is to leverage the role of grassroots Party organizations as fortresses.The practical focus is to resolve problems in grassroots governance.The key role is to consolidate the Party’s foundation,and the ultimate value lies in realizing people’s democracy.The internal logic of Party building empowering high-efficiency grassroots governance is that Party building aligns with the requirements of people-centeredness,systematicity,strategic vision,synergy,results-orientedness,and procedural legitimacy in high-efficiency grassroots governance.To further advance Party building in leading high-efficiency grassroots governance,political guidance should be taken as the foundation,comprehensively enhancing the breadth,depth,and intensity of Party building leading high-efficiency grassroots governance.
