摘要
基层工会因其在国家制度体系中的组织支撑性、联系职业人群的特殊功能性以及治理关系中的枢纽性等特征成为国家治理体系和基层治理体系中的结构性主体,具有重要的治理功能。这一功能发挥的关键在于制度体系与组织角色的适应性调配。社区制是基层工会为适应社会转型中的社会结构变迁与治理功能转型而开展的制度性实践,通过强化组织性、扩张代表性、拓展服务性以及增强资源统合性实现全面而深度的治理场域嵌入和治理人群联结。社区制工会建构的核心是在基层工会的社会化中实现治理的制度化,治理功能的发挥与落实依赖于包含组织制度、联系群众制度、民意表达制度和服务群众制度等在内的制度丛建设。在将工会制度优势转化为治理效能的过程中,社区制工会通过组织渗透、统合治理以及良性治理等机制实现了对政治优势与社会优势的双重运用,在国家与社会的一体化建构中对职业人群进行精准化的组织、联系与培育,推进了行政化工会向治理型组织的转型。
Grassroots trade unions have become structural subjects in the national governance system and grassroots governance system due to their characteristics such as organizational support in the national institutional framework,special functionality in connecting professional groups,and hub status in governance relationships,thus assuming significant governance functions.The core of exerting this function lies in the adaptive allocation of institutional systems and organizational roles.The community-based system is an institutional practice carried out by grassroots trade unions to adapt to social structure changes and governance function transformation amid social transition.By strengthening organizational capacity,expanding representativeness,extending service provision,and enhancing resource integration,it has achieved comprehensive and in-depth embedding in governance arenas and connection with governance target groups.The core of constructing community-based trade unions lies in realizing the institutionalization of governance through the socialization of grassroots trade unions,and the exertion and implementation of governance functions depend on the establishment of an institutional cluster including organizational systems,systems for connecting with the masses,systems for expressing public opinion,and systems for serving the masses.In the process of transforming the institutional advantages of trade unions into governance effectiveness,community-based trade unions have realized the dual application of political advantages and social advantages in building an institutionalized system through mechanisms such as organizational penetration,integrated governance,and a sound governance cycle.In the integrated construction of the state and society,they have carried out precise organization,connection,and cultivation of professional groups,promoting the transformation of bureaucratic trade unions into governance-oriented organizations.
