摘要
选取2009—2021年我国285个城市的面板数据,运用多时点双重差分模型,实证分析了低碳城市、智慧城市双试点对绿色经济发展的处理效应。研究结果表明:(1)双试点能够有效推动城市的绿色经济发展。(2)相较于低碳城市与智慧城市的单一试点,双试点协同对绿色经济发展更加有效,且先成为低碳城市再成为智慧城市更能促进绿色经济发展。(3)双试点对资源型城市、省会城市以及环境目标硬约束城市绿色经济发展的促进作用更为显著。(4)双试点能够通过激发绿色技术创新,从而实现城市的绿色经济发展。(5)政府的环保投资对绿色技术创新发挥的中介效应具有调节作用。
Using the panel data of 285 cities in China from 2009 to 2021,the article empirically analyzes the treatment effect of the dual pilots(low-carbon cities and smart cities)on green economic development by applying the multi-period difference-in-difference model.The results show that:(1)The dual pilot can effectively promote the development of urban green economy.(2)Compared with the single pilot of low-carbon city and smart city,the collaboration of the two pilot projects is more effective for the development of green economy,and the development of green economy can be promoted more by first becoming low-carbon city and then becoming smart city.(3)The two pilot programs have a more significant promoting effect on the development of green economy in resource-based cities,provincial capitals and cities with hard environmental targets.(4)The dual pilot can realize the development of green economy by stimulating green technology innovation.(5)Government investment in environmental protection plays a moderating role in the mediating effect of green technology innovation.
