“十五五”时期人工智能推动自主创新的路径研究——基于“卡脖子”技术状况的分类分析

Research on the Pathways for AI-driven Independent Innovation during the 15th Five-Year Plan--Classification Analysis Based on the Status of“Bottleneck”Technologies

摘要 自主创新是“十五五”时期应对国内发展矛盾、突破国际技术封锁的关键。根据是否存在“卡脖子”技术,可将自主创新领域划分为未来可能“卡脖子”的科学前沿无人区、当前“卡脖子”的关键核心技术领域以及没有“卡脖子”但有巨大提升空间的传统技术领域三个部分。作为新一轮科技革命的代表性技术,人工智能为自主创新开辟了新路径。通过发挥学习优势,人工智能助力发现关键科学问题,提出更加有效的研究假设,辅助实验设计和实施,发现数据规律,促进交流评价,推动前沿科学创新。通过发挥赋能效应,人工智能协助形成详实的基础数据,优化技术过程和工艺流程,提升制造精度,助力关键核心技术攻关。通过发挥渗透能力,人工智能与具体业务相结合,重塑企业内部工序和上下游各个环节,促进传统技术跨越式创新。 Independent innovation is the key to addressing domestic development contradictions and breaking through international technological blockades during the 15th Five-Year Plan.Based on the status of“bottleneck”technologies,the field of independent innovation can be divided into three parts:the unexplored scientific frontier fields where“bottleneck”technologies may occur in the future,the key core technology fields where“bottleneck”technologies are currently present,and the traditional technology fields where there are no“bottleneck”technologies but have huge room for improvement.As a representative technology of the new round of scientific and technological revolution,Artificial Intelligence(AI)has opened up new pathways for independent innovation.By leveraging its learning advantages,AI can help discover key scientific issues,propose more effective research hypotheses,assist in experimental design and implementation,identify data patterns,promote communication and evaluation,and drive frontier scientific innovation.By exerting its enabling effect,AI can help form detailed data,optimize technical processes and production procedures,enhance manufacturing precision,and assist in the breakthrough of key core technologies.By exerting its penetration ability,AI can combine with the specific business operations of enterprises,reshape the internal processes and all the links in the upstream and downstream sectors,and promote leapfrog innovation in traditional technologies.
